Organizational Setting

FAO Afghanistan is investing across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2024-2026, FAO will continue to implement emergency and longer-term, resilience-building projects and programmes in the context of the UN Strategic Framework for Afghanistan (UNSFA) and the Humanitarian Needs and Response Plan.

There are a total of two (2) positions with duty station Kabul – Afghanistan.

Reporting Lines

The incumbent will work under the overall guidance of the FAOR (FAO Representative) in the country. S/he will be work under the direct supervision of the National Professional Officer (Security) or any other person as may be assigned, who will be responsible for all day-to-day operational support. The performance evaluation will be done by the National Professional Officer (Security).

Technical Focus

Provision of security services to the FAO premise.

Tasks and responsibilities

• Monitor radio traffic, attend radio calls, take messages and keep track of all road missions; • Keep records of incoming/outgoing messages; • Maintain and keep track of communications with field missions; • Assist in ensuring that all VHF and HF radios are in good working condition; • Keep inventory records for all communication equipments; • Assist and facilitate in procurement of Radio/Communication equipments; • Ensure that all road missions carry Thuraya satellite phones, personal protective equipment (PPE – armoured jacket and helmet) when necessary; • Assist the Regional Coordinating Officer in discharging his security responsibilities within the UN Regional Team; • Liaise with field security unit on daily basis regarding radio room activities; • Contribute with UNDSS and relevant UN Agencies in training drivers, guards and office cleaners in security related issues and in operating VHF and HF radios; • Keep proper record of security warden and spot each warden on security map; • Ensure that the security guidelines and recommendations are being properly followed by staff; • Perform any other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree (Bachelor’s) in security management, business administration, political/social science, international relations, or a related field. Military or Police Academy degrees (at officer’s level). • A minimum of three (3) years of professional experience in security management, radio operator with UN and I/NGOs. • Working knowledge (C) of English and the local languages (Pashto and/or Dari). • National of Afghanistan.

Technical/Functional Skills

• Good knowledge of premise security requirements and procedures; • Familiar with the use of various security screen equipment and the applicable procedures; • Ability to remain calm and effectively manage and respond during emergency situations/security incidents; • Strong understanding and familiarity with the local context including strong awareness of the relevant security situation; • Ability to establish and maintain good working relations with other staff/colleagues from different cultural backgrounds and with relevant counterparts.
