Contract

UNDP Haiti's 2017-2021 country programme focuses on three main areas of mutually reinforcing cooperation: democratic governance and rule of law; poverty reduction; and resilience (risk and disaster management, and environment). This program is in line with national priorities as outlined in the Haitian Strategic Development Plan 2012-2030 (PSDH), the United Nations Development Assistance Framework 2017-2021 and the UNDP Strategic Plan 2018-2021. It aims to support the Government of Haiti in its long-term approach to sustainable development, with a focus on the need to make rapid progress towards achieving the 2030 Agenda and its 17 Sustainable Development Goals (SDGs). This requires UNDP to move from a project-based approach to recovery to an integrated programmatic approach, focusing on strategic advice and country ownership. The objective of the country program is therefore to strengthen the human and institutional capacities necessary for the participatory identification of needs, the formulation of legal frameworks, development policies and programs, and the effective use of public resources. The three programmatic pillars come together on joint actions such as the response to natural disasters like the post-disaster project following Hurricane Matthew in 2019 and the earthquake in August 2021 that affected the Southern Peninsula.

The UN Volunteer will play an important role in the Management Support Unit (MSU) to contribute to strategic positioning, resource mobilization, planning, program implementation, quality assurance, knowledge management, in identifying new opportunities for the Programme in the thematic areas and program monitoring and evaluation, and will work with a variety of teams, UN agencies, UNDP HQ and third parties (government, donors, civil society, experts, etc.). They will also contribute to the promotion and implementation of UNDP's Gender Equality Strategy.

Under the direct supervision of Deputy Resident Representative Program and Operations (DRR P/O) [please complete with the function of the supervisor], the UN Volunteer will undertake the following tasks:

• Monitor and analyse program/project development and implementation at all stages, including analysis of implementation challenges and initiation of corrective actions; • Liaison with the relevant office unit; identify and follow up on follow-up actions; • Research, analyze and present information gathered from various sources; • Assists in policy development, including review and analysis of issues and trends, preparation of evaluations or other research activities and studies; • Undertake survey initiatives; design data collection tools; review, analyse, and respond to responses, identify problems and issues, and prepare findings; • Organize and prepares various written outputs, e.g., draft briefing papers, analyses, sections of reports and studies, contributions to publications, etc.; • Provide substantive support to consultative and other meetings, conferences, etc., including proposing topics for discussion; • Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics or activities; • Provide logistical and other support in the conduct of Office meetings/workshops/conferences, etc.; • Perform other duties as required.

Haiti is a place of assignment without family. According to the Global Risk Report 2015, Haiti is one of the 15 most vulnerable countries in the world with the weakest response and coping capacities. In addition, according to the Global Risk Index 2016, Haiti was identified as one of the three countries most affected by extreme weather events between 1995 and 2014. Seven years after the 7.0 magnitude earthquake that struck the country on January 12, 2010, Haiti has moved forward, after a period of recovery, toward long-term development by continuing to improve its infrastructure and strengthen institutions, working to increase access to quality education, health and other services, and boosting investment. Following Hurricane Matthew, several basic structures in Jeremie and its surroundings were destroyed, including health care services, housing, electricity and water supply, etc. As a result, it was not possible to restore the country's infrastructure. As a result, the possibility of a deterioration of the security balance in the future cannot be excluded.

Despite significant progress, much remains to be done to reduce poverty, continue to ensure access to basic social services, promote political and institutional stability and improve the well-being of Haiti's citizens.

Haiti is a unique country, but safety and comfort conditions in Haiti are precarious and can be difficult. Current conditions require more resilience and commitment than elsewhere to make life more comfortable and affordable. Applicants must be prepared to live in difficult conditions. In summary, flexibility, ability and willingness to live and work in difficult conditions involving physical hardship and little comfort are priorities.
