This positions is located in the office of the Chief of Staff of the United Nations Integrated Office in Haiti (BINUH) in Port au Prince. The Programme Officer reports to the Chief of Staff. The focus of this position is to help ensure the provision of strategic, efficient, effective and accountable support services for BINUH program implementation, monitoring and evaluation by acting as the operational interface between the Mission’s substantive components and the mission support services of the United Nations Support Office in Haiti (UNSOH).
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Coordinates requirements across procurement, logistics, IT, transport, finance, budget, human resources, and medical services. • Administer delegation of authority instruments. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Drafts service level agreements outlining the terms and conditions and ensuring that these agreements are consistent with UN financial policies, procedures and guidelines. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
