Overview

Assist in quality and project assurance for IT projects.

You have:

  • Bachelor's in Engineering, Computer Sciences, Business Administration, or a related field, is required.
  • Five (5) years of relevant, professional experience in the field of quality and risk management, is required.
  • Working knowledge of project management methodologies, e.g. PRINCE2 or PMBOK, is required.
  • Familiarity with ISO standards for quality and risks, is required.
  • Proven experience in risk and change management, is required.
  • Experience in supporting several projects concurrently, empowering and supporting project team members, is required.
  • Fluent reading, writing and speaking abilities in English.
  • A working knowledge of French or another language of the Organization (Arabic, Chinese, Russian, Spanish) is desirable.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

The Bureau of Administration and Services (ADB) plays a lead role in the effective and efficient administrative management of the Organization by ensuring the provision of high-quality physical and human resources, by applying the highest standards of work ethics and conduct, as well as by using results based management skills and tools to support the Organization in implementing its Strategic Objectives to serve all stakeholders of the world aviation community.

The Information Management Services (IMS) Division falls under the auspices of the Bureau of Administration and Services (ADB) and is headed by the Deputy Director, IMS (DD/IMS) who has responsibility for planning, developing and implementing an information management strategy, setting and enforcing common IT standards throughout the Organization.

The Information, Communications, and Technology Section (ICT), under the management of the Chief, ICT Section (C/ICT), reports directly to the DD/IMS and is a service provider, which plans, acquires or develops and manages the organization’s enterprise applications and systems. Key activities of the Section include the establishment of core infrastructure and network services; software development and support for enterprise applications; Enterprise Architecture and Project Management; Enterprise Resource Planning (ERP) system support, Web management as well as Regional Offices support.

The IT Project Management Office (PMO) oversees the areas of project management, quality assurance, IT audits and IT risks, providing support of the Project and Programme Management (PPM) framework, artefacts, and its system tools.

Under the supervision of the head of IT PMO, the incumbent will assist in the organization and management of quality and project assurance while supporting the resolution and management of IT related audit items. The Quality and Project Assurance Associate will assist ICAO with IT project related oversight of quality standards, supporting the project risk management activities, and developing and supporting test cases and scenarios. Effective communication and interpersonal skills are as important as technical skills in this internal consulting role.

Major Duties and Responsibilities

Function 1 (incl. Expected results) Plans design test cases, scenarios, procedures, test data and other setup necessary to establish the required conditions and context for testing plans, achieving results such as:

  • Assess existing applications and specifications.
  • Develop standard and application specific test cases.
  • Define Test Strategy & Test Plan, including system integration, performance testing, automation and all other types of testing.
  • Deliver adequate test cases to ensure system functionality and reliability.
  • Document all test cases following software Lifecycle Quality Control/Assurance process industry standards.

Function 2 (incl. Expected results) Performs test cases as defined by the testing plan, achieving results such as:

  • Perform standard quality control testing such as Sanity Testing, Performance, Stress and Volume Testing, Regression Testing, Usability Testing, etc.
  • Document, summarize, and report results of test cases in a standard format and location using appropriate tools.
  • Perform QA automation using multiple tools (including scripting).
  • Define and analyze QA metrics.
  • Grade each test and overall test plan.
  • Communicate test progress, results and other relevant information to appropriate stakeholders.
  • Design, implement and use integrated testing automations and scripts.
  • Coordinate all testing related activities with adherence to best practices and standards.

Function 3 (incl. Expected results) Supports internal project risk management and compliance processes and projects, achieving results such as:

  • Track the progress and status of projects, and proactively escalating any urgent matters to management.
  • Provide technical advice and guidance to the business on risk management policies, procedures and technology tools.
  • Prepare reports and presentations to risk management and ICT management.
  • Deliver training and learning programs to raise awareness of risk management and compliance programs and tools.
  • Provide ad hoc support to the wider Risk Management activities as needed.

Function 4 (incl. Expected results) Provides training and mentoring regarding Quality and Project Assurance as well as Risk Management methodologies, achieving results such as:

  • Train the software development / software lifecycle teams on a constant basis, ensuring the team understands and respects the Quality Assurance and Risk management process.
  • Assess the Quality Assurance maturity of the software lifecycle process within the Organization and propose and implement practices to higher levels of maturity.
  • Educate managers and stakeholders on the requirements, implementation and benefits of Quality Assurance and Risk Management.
  • Promote Quality Assurance and Risk Management methodologies in software development process.
  • Research and educate technical staff on new and existing Quality Assurance and Risk Management technologies.

    Qualifications/special skills Education:

Additional Information The monthly rate for Band B varies from $5,097 to $8,122.
