The EC Directorate Generals DG INTPA, DG NEAR and the EEAS’s Foreign Policy Instruments launched a large-scale business transformation and IT programme to manage the whole EU external relations portfolio of interventions effectively and efficiently. This system, known as "OPSYS", means a shift of mentality in the way EU aid works: a more transparent and results-based way of delivery cooperation.

It represents a quantum leap forward in terms of improved procedures, harmonized processes, and modern IT tools, with the goal of raising the effectiveness and visibility of EU cooperation.

OPSYS will cover the whole project cycle: from programming to final evaluation, all through its contracting and implementation phases. This presents a major change in which organizations previously applied for EC external action funding and reported against grants.

How can you make a difference?

One of the main functions of the UNICEF Partnership office in Brussels is to build capacity of regional and country offices’ staff to apply for EC funding and provide quality assurance and guidance on the process. Therefore, the Brussels partnership office is hiring a full-time individual contractor to provide support to its regional (RO) and country offices (COs) for the roll-out of OPSYS. The incumbent will guide country offices on the technical implications of OPSYS. The incumbent will:

  1. support the Brussels office’s contribution management team in reviewing the log frame of proposals
  2. COs and ROs in registering their contractual log frame in OPSYS
  3. COs and ROs in identifying matching indicators (EU core indicators) to increase UNICEF’s visibility on the OPSYS platform as a key partner in working in partnership with the EU towards the SDGs
  4. COs and ROs in reporting against the registered OPSYS log frame (EU aims to reach 100% coverage by the end of 2023)

Provide feedback to the EU OPSYS team as well as to the UNICEF Brussels team and M&E team in UNICEF HQ on shortcomings of respectively EU Core indicators and UNICEF CPD indicators as well as their feasibility to report to the SDG framework.

Key functions, accountabilities, and related duties/tasks:

Manage relationships and communication with EU OPSYS focal points

  • Follow up on communication related to access rights of Brussels office and alignment process of indicators for ongoing projects by the EU
  • Regular liaising with OPSYS focal points

Support country and regional offices/UBO for the roll-out of OPSYS:

  • Conduct an assessment on country/regional offices needs for assistance in relation to OPSYS and develop a workplan, including on country offices and UBO accountabilities.
  • Ensure continued familiarity with OPSYS and its continuously updated requirements.
  • Update the UNICEF-OPSYS guidance note to support Regional and Country Offices with accompanying SOP. The SOP will clarify workflows and accountabilities of the Brussels Partnership Office Country and Regional Offices in OPSYS with regards to quality assurance of proposals, log-frames, agreements and reports submitted through the system.
  • Provide structured and on demand remote guidance and support to Regional and Country Offices on the use of OPSYS, registration process, including identification of OPSYS indicators versus UNICEF standard indicators.
  • Design a way to ensure that approved EU-UNICEF documents uploaded in the UNICEF Donor Report Tracker Report are automatically aligned with those submitted in OPSYS to ensure that both systems are fully synchronized and showing final EU-UNICEF approved versions.
  • Support advocacy for the establishment of a Child marker in EU funding decisions and development actions to accurately account the EUs financial contribution in support of the EU strategy on the Rights of the Child and Child Rights in general.
  • Ensure the use of Nexus specific indicators for EU development actions that are taking place in the common Emergency and Development space.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in economics, political science, finance, education, or a related field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of two (2) years of professional experience is required
  • Familiar with Results Based Management and log frames
  • Proven experience delivering on-line training
  • Ability to work independently and within a set time frame.
  • Strong analytical skills
  • Knowledge of EU external action and funding requirements are desirable
  • Fluency in written and oral English; Knowledge of a second language such as French would be an asset.
  • Computer literacy (Office 365, Outlook, Word, Excel, Power Point, SAP)
  • Fluency in English and another EU language. Additional EU languages are an asset.
