Org. Setting and Reporting This position is located in the French Language Unit of the UN Web Services Section (WSS) in the Digital and Promotion Branch, News & Media Divisions of the Department of Global Communications (DGC). The Web Services Section oversees the design, layout, production and presentation of the main UN website in all six official languages. The Section ensures parity of website content in the six official UN languages for the following UN Organs: the General Assembly, the Security Council and ECOSOC as well as the Executive Office of the Secretary-General and the Office of the President of the General Assembly. The Section also provides guidance and assistance to Secretariat offices in creating and enhancing their websites in all official languages. WSS promotes best practices for UN websites and other Internet-related activities, including branding, multilingualism, usability and accessibility. The incumbent will report to the Chief of Unit.

This position is temporarily available for an initial period of six (6) months, with a possibility of extension.

Responsibilities Within delegated authority, the Public Information Officer may be responsible for the following duties:

  • Ensures implementation of information programmes to publicize priority issues and/or major events, including drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
  • Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.
  • Coordinate and undertake the specifications and website production the official United Nations website (www.un.org). Perform ongoing maintenance and provide new templates in the UN.ORG brand as needed; Prioritize needs and monitor web content regularly.
  • Oversees translation, editing, proofreading and posting of content published on the website maintained by the Website Language Unit;
  • Produce and populate web content, including the production of new websites using CMS such as Drupal and Wordpress, and maintenance of the existing website using HTML, Dreamweaver and CMS.
  • Prepares, on the basis of official UN documentation and other sources, initial drafts of articles, new materials or chapters for inclusion in appropriate web pages; conceptualize and create dynamic web pages; drafts, edit, design and update web pages as needed and provide specialized editorial, design and programming assistance in the oversight and maintenance of the materials posted in one or more of the UN official language required; ensure that the web content complies with the Organization requirements.
  • Supervise, coordinate and administer the work of technical consultants hired by the Language Units; provide guidance to, and may supervise, the work of public information assistants and interns.
  • Adapt and localize media content from English for use on both web and social media.
  • Post content for social media on Facebook, VKontakte, and Twitter; monitor, analyze and report on impact achieved via social media usage.
  • Initiates and sustains professional relationships with key constituencies; develop and manage relationship with media partners to raise profile of the site in conjunction with the other public information officers in other languages.
  • Acts as focal point on technical issues, provide support and assistance to client within the Organization; make presentations about the UN website to both UN and non-UN audiences; attend conferences, workshops and conduct web-related training as required.
  • Prepare usage statistics and other reports as well as analyze traffic to site and other related mediums; conduct as hoc surveys, and keep abreast of current developments in IT technology and undertake investigations of new initiatives where appropriate; participate in meetings and brainstorming sessions on website policy and guidelines.
  • Perform any other tsk assigned by the Chief of Section or Chief of Unit as necessary.
  • Participates in selecting the information transmitted to key constituencies.
  • Provides guidance to, and may supervise, more junior staff.

    Competencies Professionalism: Knowledge of the French language, ability to translate, edit, proofread and create content in French. Knowledge of information and web technologies; ability to produce compelling (visually and linguistically appealing) web compatible images and info-graphics. Ability to serve as thematic focal point of the French Language Unit (FLU). Ability to independently manage projects handled by the FLU. Ability to acquire new technical skills and share acquired knowledge with the members of the FLU. Strong analytical skills in analyzing issues and problems and ability to apply expertise to resolve issues. Ability to effectively prepare specifications and other written reports and other documents in a clear, concise style;. Ability to create and adapt images and videos to French. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in website development and management in French and in a multilingual environment is required.

Experience in writing for the web in French is required.

Experience in using content management systems such as Drupal or WordPress is required.

Experience in using the Adobe Creative Cloud suite of products is required, which at a minimum must include Dreamweaver and Photoshop.

Experience of developing web pages using HTML 5, CSS3 and Javascript is required.

Experience in monitoring websites for accessibility compliance is desirable.

Experience in website analytics is desirable.

Experience in the management of live coverage of large international conferences or events is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
