Org. Setting and Reporting The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted resolution 2524 (2020) authorizing the mandate of UNITAMS which is to support the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; to support peace processes and implementation of future peace agreements; to assist peacebuilding, civilian protection and rule of law, in particular in Darfur and the Two Areas; and to support the mobilisation of economic and development assistance and coordination of humanitarian assistance.

The position is based in Khartoum and is located in the Strategic Communications and Public Information Section. The incumbent will report to the Head of the Section.

Responsibilities Within the limits of delegated authority, the Public Information Officer will be responsible for performing the following duties:

1. Prepares or coordinates the development of multimedia and digital communications products and content across multiple platforms ensuring accurate and consistent messaging, branding, and alignment with the communications strategy •Coordinates the preparation of a diverse range of multimedia or digital communication products (e.g. videos, motion graphics, animations, photography, and infographics) in support of Mission priorities and works closely with UN counterparts to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. •Adapts and formats digital content such as graphic design, image files editing and video editing, for use on the Mission's website and social media platforms. •Writes human interest stories and produces digital content for the mission’s social media platforms.

2. Develops and implements multimedia and digital communications strategies and activities •Responsible for the development and implementation of an effective multimedia and digital strategy and campaigns, in alignment with the Mission’s strategic communication policy and priorities, including monitoring, analytics evaluation and reporting on progress,with the objective of promoting awareness, understanding, support and respect for the Mission’s work and support for its mandate and priorities. •Prepares production plans, and undertakes activities to implement the Mission's presence on a range of major multimedia and social media platforms. •Prepares reports to Mission leadership, UNHQ on communications activities, developments, trends and attitudes regarding the UN. •Provides communication support to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches. •Monitors and analyses performance of the Mission’s social media platforms and web usage and adapts editorial and outreach priorities accordingly.

3. Engages with media and strengthens partnerships •Sets up regular system of media monitoring and develops contact list of journalists and media outlets covering all media - print, TV, radio, social media, web, photo etc. - and a successful process of communicating and maintaining regular contact and close collaboration with the media. •Assists in responding in a timely fashion to disinformation that could impact negatively on the public perception of the Mission and/or the Mission’s leadership, etc. •Keeps abreast of changing developments, trends, and technologies with strong understanding of social media.

4. Builds communication capacity and supports the organization of the team •Supervises and guides the day-to-day operation of the social media team, webmaster and intranet manager, including participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. •Works with and coordinates with the UN Communications Group on multimedia and digital issues. •Provides clear directions that are translated from organizational strategy. Encourages others to pursue development opportunities and creates genuine learning opportunities for them. •In close coordination with the Head of Section, manages and supervises consultants and contractors to achieve the outputs and quality assurance of all activities; establishing work plans, required resources, priorities, timelines and performance benchmarks. Monitors progress and takes timely action and/or decisions to ensure objectives are met.

5. Provides support to internal communications •Produces reports, newsletters, and other materials of interest to internal audiences. •Performs other related duties that may be assigned.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with additional two years of experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. A minimum of two (2) years of field experience in strategic communications, public information, or media in a field operation of the United Nations Common System, a comparable international organization or media organization is required. Experience monitoring and developing content for social media is required. Experience developing multimedia products is required. Experience developing communication strategies and campaigns is desirable. Experience working in a multicultural team is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Please note that this is a temporary job opening, open to internal and external candidates. The temporary position is advertised for a duration of 6 months. The selected candidate is expected to start as soon as possible.

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
