Org. Setting and Reporting This position is located in the Precursors Control Section (PRE), Secretariat of the International Narcotics Control Board (INCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the supervision of the Senior Technical Adviser and the general supervision of the Chief of Section.

Responsibilities Within assigned authority, the Public Information Officer will be responsible for the following specific duties:

  • Update and ensure continued implementation of the communication strategy including its calendar of events and its advocacy products; coordinate efforts, monitor and report on progress, take appropriate follow-up action, and analyse the outcome.
  • Undertake activities to support communication and outreach of priority issues and/or major events, including disseminating materials, undertaking appropriate follow-up action and analysing and reporting on the impact of activities.
  • Develop and maintain the web site and plan and facilitate digital communications, including through INCB official social media account.
  • Design and create multimedia products including text, graphics, videos, e-learning tools, website content and infographics.
  • Initiate and sustain professional relationships with key constituencies and coordinate initiatives aimed at promoting the engagement of the industry in the areas of relevance of article 12 and 13 of the 1988 Convention and contribute to their promotion among Member States.
  • Provide support to the fund-raising efforts of the Section, and to liaison and partnership activities.
  • Contribute to the organization and participate, as required, in training and awareness-raising activities and events.
  • Monitor and analyse current developments and trends in precursors and equipment that may be used in illicit drug manufacture, at the national, regional and global levels.
  • Draft assigned parts of INCB publications, including the Report on the implementation of article 12 of the 1988 Convention; draft written outputs, such as background documents, sections of the INCB session documents, correspondence with governments, presentations and training materials; coordinate the preparation of documents for the Board sessions.
  • Contribute to data and information management on various aspects of relevance to the section.
  • Coordinate the work of support staff members, guide interns, consultants and associate experts.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other duties as may be required.

Ability to produce a variety of written communications products in a clear, concise style. Ability to deliver oral presentations to various audiences. Has knowledge and experience in the use of various research methodologies and sources, including electronic sources on the internet and databases. Is able to draft policy and technical reports, studies and communications to various counterparts, to articulate ideas in a clear and concise manner, and to translate complex technical issues into communication products for general distribution. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in public information, journalism, media production or related area is required.

Experience in the use of Microsoft Office/365 (Word, PPT, Teams, Excel, Outlook, etc.) is required.

Work experience in preparing global/international campaigns, communication plans, scripts, press releases and news videos is desirable.

Experience with communication in areas related to drug or precursors control, law enforcement or criminal justice is desirable.

Experience in an international organization is desirable.

Experience in communicating complex technical issues to different audiences is desirable.

Experience with specialized software (Adobe Creative Suite, desktop or web publishing, social media tools, graphic design, or related web-applications) and with Power BI or Power Apps is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other United Nations official languages is an advantage.

Special Notice This position is funded from project funds. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
