Org. Setting and Reporting This position is located in the Information Support Management Section (ISMS) of the United Nations Support Office in Somalia located in Mogadishu. The incumbent will report to a senior Public Information Officer, Chief of ISMS Section.

Responsibilities Within delegated authority, the Public Information Officer will be responsible for the following duties: - Ensures implementation of information programs to publicize priority issues and/or major events, to include drafting strategic communication strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome. - Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses. - Develops and delivers innovative digital media strategies, through research, platform determination, benchmarking, messaging and audience identification in line with the UNSOS mandate and the Secretary-General’s Data Strategy. - Translate organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information. Develop process improvements to enhance overall data quality, credibility and reliability and advise Mission leadership on technology innovation initiatives to support communication strategy. - Use data-driven tools and techniques to monitor and measure the efficacy of messaging for enhanced responsiveness to UNSOS clients and International partners. Implement continuous data-based improvement of digital communication campaigns. - Use Big Data insights to support and inform the digital communication strategy, and develop operational guidelines. - Conceptualize and implement a data analysis, misinformation/disinformation and hate speech monitoring plan using social media analysis techniques and tools including sentiment analysis, and data mining processes. - Conduct quantitative analysis of media monitoring, social media and hate speech monitoring (engagement, influencers, location, sentiment, reach) - Develops visualizations, presentations, dashboards and scorecards for analysis and presentation of relevant data - Prepare or oversees the development of communications products and content across multiple platforms ensuring accurate and consistent messaging, branding, and alignment with the communications strategy - Produces or oversees production of a specific type or types (e.g. print, broadcast, etc.) of information communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot program, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution. - Prepares, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books. - Initiates and sustains professional relationships with key constituencies. - Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, etc. - Participates in selecting the information transmitted to key constituencies.

Education Advanced university degree (Master’s degree or equivalent) in data science, analytics, statistics, information management, communication, public administration, management or a related field. A first-level university degree in combination with two additional years if qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in applied analytics, statistics, business intelligence, information management, public information, digital media, project management, or related area is required.

Experience in using data to inform decisions, strategies and execution is desirable.

Experience with self-service analytics and data visualization applications (MS PowerBI), or other business intelligence tools is desirable.

Experience in data analytics and digital media using tools such as Talkwalker, Meltwater, and various social media analysis techniques (sentiment analysis, data mining processes) is desirable.

Experience in story telling using data to advance decisions, strategies and execution is desirable

Experience working in a public information office of an international organization is desirable

Languages Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
