OBJECTIVES OF THE PROGRAMME

The Department of Country Cooperation and Collaboration with the United Nations System (CCU) responds to the need for implementing the WHO reforms, enhances WHO's performance at the country level, as well as improves engagement with the United Nations System. CCU specifically leads, advocates, and guides development and renewal of WHO country focus and its implementation; coordinates and collaborates with the United Nations System in identifying country needs and priorities, as well as allocation of resources; improves global health governance, anchoring health within the global development agenda including through direct interaction with all key decision-making bodies at United Nations System. CCU also works to strengthen WHO's country presence ensuring that WHO's work is closely aligned with the needs and circumstances of individual countries. CCU advocates for facilitates and assesses the implementation of the renewed WHO country focus. The nature of CCU's work is that of facilitator, broker and catalyst. The Department works in permanent dialogue with all regional and country offices.

DESCRIPTION OF DUTIES

1. Ensuring that country teams have the right skill mix and capacity to carry out its functions in line with the strategic orientation of the CCS, aligned with national development and health strategies and harmonized with the UN system and other key partners. (30%)

2. Develop and implement innovative strategies and guidelines aiming to influence the ways of working in synergy across the Organization, horizontally between units and across the three regional, country and HQ level, including the identification of country good practices. (10%)

3. Strengthening the capacity of the regional Country Support Units to facilitate, monitor and follow up a coordinated input for managerial and technical backstopping of country office teams. (20%)

4. Capacity building and in-country support to partnerships, platforms, global initiatives and mechanisms for recourse mobilization at local level. (15%)

5. Contributing to the improvement of the evaluation and assessment framework of WHO performance at the country level focusing on WHO contribution to health outcomes. (15%)

6. Possible supervision of technical and support staff (5%)

7. Other activities as required (5%)

The percentages provided are indicative and will be adjusted according to the objectives annually defined with the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in public health Desirable:

Experience

Essential: Minimum of 10 years of professional experience of international cooperation in health or development related field including a minimum of 5 years working in health and in at least one developing country at senior level Desirable:

Skills

Broad knowledge of public health issues and health systems within the broader context of human development; ability to work harmoniously as a member of the Department team and with inter-region Country Support Unit Network, and with any country office team, with different technical and managerial Units in a multi-cultural and multi-disciplinary environment; analytic, negotiation and coordination skills; efficient communication skills both in writing and orally. Good knowledge of the UN system is required.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6266 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
