In Angola, UNICEF has implemented activities to support Public Finance Management for Children (PF4C) which focuses on the supporting Government and partners to reflect on the allocation of financial resources and the investments needed to improve the lives of children and youth. UNICEF promotes equity, efficiency, efficacy and transparency in the financial management focused on those programmes with direct impact in children such as health, nutrition, social protection, child protection and WASH, to name a few.

Regarding Social Protection, UNICEF Angola has supported the government to strengthen its Social Protection system through new and improved programmes, research and advocacy. The implementation of flagship projects on Social Protection have allowed for the testing of models for cash transfers for children under five years old as well as the modelling on municipal social services and case management to support the country’s decentralization efforts and increase coverage of social protection to the most vulnerable families and children.

This UNV assignment is part of UNICEF’s joint project with the ILO entitled “Improving synergies between Social Protection and Public Finance Management” which brings together in one project the two specific areas of work, public finance management and social protection an seeks to build on the work undertaken in the country and provide a catalyst to improve social protection investments and identify sustainable financing to support the social protection system.

Angola is part of 8 countries implementing this global project and is focused on improving coordination of the institutions responsible for the social protection systems and the institutions responsible for the public finance management as well as building capacity of key actors on public finance tools such as performance-based budgeting. This innovative project will support greater advocacy for investments in social protection and will provide technical support to institutions in public finance management.

Within the delegated authority and under the supervision of Kamia Abambres, the UNV Public Finance Officer will:

• Support the implementation of the Improving synergies between Social Protection and Public Finance Management Project and the key activities to be implemented within the project; • Assist in synthesizing and analyzing financial data from different stakeholders, supporting in the production of public advocacy documents (budget briefs, technical notes, etc.). • Support planning and following-up the implementation of PFM studies such as financial expenditure reviews in key social sectors (i.e. education sector), amongst other public financial analysis on allocations and trends in public expenditure, allocation, disbursement and execution in social sectors; • Undertakes field visits to assist in PFM related capacity building activities with municipal and provincial governmental counterparts and other partners.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/expected outputs:

As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:

• Joint UNICEF- ILO project activities are implemented, and partnerships are strengthened; • Data collection and analysis related to PFM is improved; • PFM advocacy and analytical work is implemented; • Support to the UNICEF’s PFM objectives is provided, including training and capacity building strategies. • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Candidate are nationals and will be responsible for ensuring their own living conditions in Luanda, as well as their transportation to and from work. Whilst on mission outside Luanda they will be entitled to the current UN DSA.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Conditions of Service for national UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
