In recent years, the global environment has witnessed unprecedented shifts, particularly accentuated by the COVID-19 pandemic and the Russian-Ukrainian conflict. These events have, significantly impacted governments' public financial management activities globally. Governments are examining their development priorities and their revenue and expenditure to make their PFM more effective.
As priorities, constraints and programmes evolve, so too is UNICEF’s advisory work on PF4C. Our work with Ministries of Finance and relevant sector level ministries to prioritize social sector spending, identify new sources of revenue, decentralize services and improve the adequacy, efficacy, efficiency, equity, transparency and accountability of public expenditure is both growing in importance and changing dramatically.

The objective of this task is to validate, extract, compile and analyze relevant data and information on the public finance management work of UNICEF Country Offices, aiding in the formulation of robust PF4C strategies. The online volunteers selected will be entrusted with the following tasks: 1. Revision and validation of Data: The online volunteer is expected to review all Country programme documents (CPDs) that have started from 2022 onwards as well as draft CPD submitted for approval (approximately 103 CPDs) and all Country Annual Reports for 2022. UNICEF will provide all relevant documents and word search generated reports that will include paragraphs containing key words relevant to PF4C. The online volunteer will need to validate that the word search generated reports have correctly identified key passages and: i. Exclude identified passages that are not relevant ii. Include identified passages that are relevant iii. Include any non-identified passages they come across that are relevant b. Extraction and Consolidation: i. Populate the attached table with the passages and additional data and analysis ii. Suggest additional search terms or strategies to us c. Analyze: i. Prepare a concise summary of significant programming trends per region.

Ability to review large amounts of information, pinpoint key data, and identify patterns and trends. Ability to conduct thorough and comprehensive research and analysis , particularly in public finance. Proficiency in compiling, organizing, and presenting data in a clear and coherent manner. Familiarity with Microsoft Word and Excel is essential. Excellent written and verbal communication skills in English is required.
