Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Erbil, Iraq. The incumbent reports to the Witness Protection and Support Officer.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within delegated authority, the Psychologist may be responsible for the following duties:

I. Oversee the Witness Protection psychosocial programme to ensure consistency in supporting UNITAD's investigative activities with children and adult survivors, and detainees: (a) Researching, assessing and monitoring the technical literature to ensure adherence to international best practices so that witnesses who provide testimony to the Investigative Team are appropriately protected and supported. (b) Establishing procedures for conducting psychological assessments, standardizing of psychological reports, and debriefing processes for vulnerable witnesses. (c) Assisting investigators with interviews where applicable and providing guidance on the psychological aspects of interviewing detained persons. (d) Coordinating the inter-agency provision of psychosocial support to witnesses and survivor communities during memorialization and return of human remains commemorative events. (e) Identifying, reviewing, and evaluating mental health trends from clinical data collected following witness assessments to support investigative activities, and drafting of specialist expert reports relevant for legal case briefs. (f) Planning and delivering training for investigators, analysts, and interpreters on issues relevant to safeguarding their mental health and work with child and adult survivors of conflict-related sexual violence. (g) Designing and drafting updates to the unit’s SOP’s and guidance documents that inform the psychosocial aspects of support to investigative activities.

II. Establish relevant network with Iraqi government authorities and NGO's for the purpose of facilitating access of witnesses to psychosocial services and coordinating capacity building trainings. (a) Coordinating and planning meetings with Iraqi government authorities, international and national NGO's to identify reputable services to expand the psychosocial network for confidential follow up care of witnesses. (b) Developing material, delivering training, and providing technical supervision to relevant organizations with a mandate for providing mental health services including psychosocial providers within judicial services. (c) Maintaining ongoing relations and collaboration with the network of service providers on all issues relating to a trauma informed care of witnesses. (d) Provide technical guidance and training to Iraqi authorities on a trauma informed approach to supporting affected survivor communities during return of remains, memorialization and commemorative events.

III. Management and supervision of the psychosocial support team (a) Providing clinical leadership to the psychosocial support team through weekly supervision and mentoring of WPSU P3 and UNV clinical psychologists. (b Coordinating workflow, monitoring the operational standards and deliverables to ensure consistency in supporting investigative activities.

IV. Provides substantive specialist input to support UNITAD's operational delivery by: (a) Designing and drafting updates to the unit’s SOP’s and guidance documents to inform the psychosocial aspects of support to investigative activities. (b) Providing briefings and advice on the Witness Protection and Support Unit's psychosocial activities and recommending procedures to strengthen UNITAD's trauma informed practices with witnesses and the survivor communities. (c) Consulting and advising senior management on components of the UN workplace mental health and wellbeing strategy to facilitate implementation of UNITAD specific staff care and stress management initiative for investigators, analysts and interpreters. (d) Serving as a focal point for PSEA for the field mission and conducting briefings to staff on developments from the PSEA inter-agency network.

Education An advanced university degree (Master’s degree or equivalent) in clinical or forensic psychology or a medical doctorate with certificate of specialization or completion of residency in psychiatry is required. A first-level university degree (Bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in direct counseling vulnerable groups, such as survivors of sexual violence, traumatized children and survivors of torture preferably within criminal justice system structures is required.

Experience in the Middle East and North Africa is desirable.

Supervisory experience in the administration, implementation and management of a victim or witness support programme is desirable.

Field experience or experience with working with victims in conflict-affected settings is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable. Fluency in Kurdish is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
