Lead finance and HR strategy in a humanitarian context

You have:

  • Hold a Master degree or equivalent in finance, accounting, business administration, or other relevant subject.
  • Minimum 5 years of experience in the field.
  • A minimum 3 years of experience in Human Resources preferably in context of INGOs.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Ability to translate technical financial data into informative reports.
  • Demonstrated experience in budget preparation and analysis, financial reporting preparation and presentation.

Action against Hunger has been operating in Iraq since 2013, following the sudden massive influx of refugees fleeing the Syrian crisis. The multiple offensives of ISIS have caused the displacement of more than three million people across the country. In the summer of 2014, attacks on Mosul and the Sinjar region pushed hundreds of thousands of people into Iraqi Kurdistan. ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Mental Health & Care Practices, Food Security & Livelihoods amongst the Iraqi Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2019, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximatively 9 million euros. The main donors of the mission are OFDA, EU through MADAD, GIZ, AFD, WFP, SDC and ACF.

Votre poste et vos responsabilités

Under the supervision of the Country Director, you will be responsible to:

  • Lead the definition / update of mission’s HR and finance strategy;
  • Ensure quality of financial controls including accountancy, cash management, financial and budgetary management;

  • Ensure quality recruitment process, contract management and retention efforts aligned with mission planning;

  • Ensure application of fair and transparent procedures for recruitment;

  • Ensure staff records, including performance appraisal data, are maintained and in accordance with confidentiality requirements;

  • Identify, prevent and manage departmental risks (including fraud, corruption and other misconduct issues);

  • Oversee financial and HR strategy for partnership management participating in the process of selecting partners and validating the financial and HR risk analysis provided by the bases;

  • Manage the Finance and HR team in the coordination office and be Technical/Support Manager of Finance and HR teams in the bases.

Votre profil

You hold a Master degree or equivalent in finance, accounting, business administration, or other relevant subject and minimum 5 years of experience in the field,

A minimum 3 years of experience in Human Resources preferably in context of INGOs, experience with recruitment, administrative employee follow up, training and career follow up and development is a plus.

You have a strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

You have an ability to translate technical financial data into informative reports.

You have demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.

Vos conditions d’emploi

  • 6 months contract under French legislation

  • Monthly gross salary from 2593€ to 2968€ upon experience

  • Per diem and living allowance: 643 Euros net, field paid

  • Monthly country allowance: 300 Euros 16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen

  • Child allowance, 1500€/year/child (capped to 6000€)

  • Coverage of transportation costs to and in the mission100% coverage of health contributions (social security + private insurance) and repatriation insurance

  • 25 days of paid leaves per year

  • 20 RnR per year. + 215 € at each RnR period
