Org. Setting and Reporting

This position is located within the United Nations Investigative Team to promote accountability for crimes committed by Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Psychologist reports to the Head of the Witness Protection and Support Unit. UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving, and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by ISIL (Da'esh) in Iraq.

Responsibilities

Within delegated authority, the Psychologist will be responsible for the following duties: I. Oversees the Witness Protection psychosocial programme to ensure consistency in supporting UNITAD's investigative activities with children and adult survivors: (a) Researching, assessing, and monitoring the technical literature to ensure adherence to international best practices so that witnesses who provide testimony to the Investigative Team are appropriately protected and supported. Maintaining established procedures for conducting psychological assessments, standardized psychological reports, and debriefing processes for vulnerable witnesses. (b) Providing psychological assistance through specialist assessments with witnesses to inform investigative interviews (c) Coordinating the inter-agency provision of psychosocial support to witnesses and survivor communities during memorialization and return of human remains commemorative events. (d) Identifying, reviewing, and evaluating mental health trends from clinical data collected following witness assessments to support investigative activities. (e) Planning and delivering training for investigators, analysts, and interpreters on issues relevant to safeguarding their mental health and work with child and adult survivors of conflict-related sexual violence. (f) Maintaining the existing standard operating procedures (SOP)'s and guidance documents that inform the psychosocial aspects of support to investigative activities. II. Maintains the existing network with Iraqi government authorities and service providers with NGO's and governmental health care units for the purpose of facilitating access of witnesses to psychosocial services, and coordination of capacity building and trainings: (a) Coordinating and planning meetings with Iraqi government authorities, international and national NGOs to maintain established services of the psychosocial network for confidential follow up care of witnesses. (b) Developing material, delivering training, and providing technical supervision to relevant organizations with a mandate for providing mental health services including psychosocial providers within judicial services. (c) Coordinating the network of service providers to enable a timely response to witness referrals and addressing the training needs of mental health care professionals. III. Manages and supervises the psychosocial support team: (a) Providing clinical leadership to the psychosocial support team through weekly supervision and mentoring of WPSU P3 and UNV clinical psychologists. (b Coordinating workflow, monitoring the operational standards and deliverables to ensure consistency in supporting investigative activities. IV. Provides substantive specialist input to support UNITAD's operational delivery by: (a) Providing briefings and advice at internal and external forums on the psychological aspects of witness protection activities and recommending procedures to strengthen UNITAD's trauma informed practices with witnesses and the survivor communities.

Education

An advanced university degree (master's degree or equivalent) in clinical or forensic psychology or a medical doctorate with certificate of specialization or completion of residency in psychiatry is required. A first-level university degree (bachelor's degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of (7) seven years of progressively responsible experience in direct counseling vulnerable groups, such as survivors of sexual violence, traumatized children, and survivors of torture preferably within criminal justice system structures is required. Supervisory experience in the administration, implementation, and management of a victim or witness support programme is required. Field experience or experience with working with victims in conflict-affected settings is required. Experience in the Middle East and North Africa is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is required. Fluency in Kurdish is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
