Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

The basic structures for robust PSEA prevention and response are in place, yet there is a need to institutionalise PSEA across the Country Office in line with overall UNICEF accountability. The PSEA Specialist, based in Khartoum and reporting to the PSEA Manager, will support all work related to PSEA in support of operationalizing the PSEA work plan, supporting UNICEF staff and partners.

Under the direct supervision of the PSEA Manager, the PSEA Specialist will undertake the following tasks:

  1. Support institutionalisation of PSEA across UNICEF systems and programmes through implementation of the SCO PSEA Country Office action plan
  • Coordinate efforts to implement the Sudan Country Office PSEA action plan;
  • Regulalry advise the Representative and senior management on child safeguarding and support;
  • Design and deliver training programmes on PSEA and Child Safeguarding as to enable staff with key responsibilities to undertake their roles and mainstream PSEA and child safeguarding functions
  • Oversee SCO PSEA capacity building for all staff, with emphases on the PSEA Champions, to ensure timely reporting and referrals
  • Identify and utilize opportunities to integrate safeguarding approaches into all aspects of UNICEF program and operations
  • Design with HR Child safeguarding compliance and assurance measures for all incoming staff, to ensure that all new recruits have had a thorough PSEA and Child Safeguarding Policy induction; and with Supply for all UNICEF contractors;
  • Update and monitor internal mechanisms for complaints, referral etc across UNICEF programming and locations to ensure child-friendly reporting channels are available and accessible safely and confidentially
  • In close coordination with the Child protection and GBV teams, ensure Sudan wide referral pathays and survivor assistance packages
  • Support knowledge management efforts to ensure that PSEA and Child Safeguarding efforts are documented in a systematic manner
  • Represent UNICEF in the PSEA In-Country Network, and in other relevant inter-agency fora including on AAP
  1. Support implementation of PSEA prevention and response with UNICEF partners through facilitation of training
  • Deliver on-going refresher trainings and inductions on PSEA and Child Safeguarding for UNICEF staff, partners, and contractors
  • Work with UNICEF partners to ensure survivor-centred, child-friendly awareness materials are developed and displayed in all UNICEF-supported sites including supporting development of messages and materials as needed
  • Support quality assurance and compliance of implementing partners with PSEA and child safeguarding guidance, by delivering trainings, developing PSEA plans etc.

Impact of Results

  1. Competence and knowledge are increased among UNICEF staff and partners who are more aware of their obligations regarding PSEA, including reporting, through informational meetings, trainings, and producing and disseminating written material;
  2. PSEA mechanisms are strengthened and embedded across sectors and within the country office to ensure sustainability.
  3. Community complaint mechanisms are more survivor-centred and child-friendly; and awareness raising and education materials on SEA for staff and children are developed and printed

Education

  • University degree in social work, child psychology, social sciences, law or other relevant field;

Experience

  • Five (5) years of relevant professional work experience in design, implementation and management of child protection or GBV programming, PSEA an child safeguarding, preferably with with the UN and/or international INGO;
  • Experience in monitoring gender inequalities and in programming interventions that reduce these inequalities an asset;
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization;
  • Background/familiarity with emergency operations;
  • Computer skills, including internet navigation and various office applications;

Language requirements

  • Fluency in written and oral English and Arabic
