You have:
- At least a bachelor's degree in a related field such as social development, law, politics, international relations, governance, public policy, sociology.
- At least 3 years experiences in relevant roles such as ISAF, Advocacy, Networking, Good Governance, community development.
- Technical knowledge in good governance and social accountability.
- Good understanding of advocacy issues in a development context.
- Strong understanding of public policy, government decision-making processes, and civil society networks and coalitions.
- Understanding of at least one area of public service – health, education, government services such as registrations and land management.
- Strong communication, negotiation, influence, problem solving, networking, and partnerships skills.

Position: Provincial Coordinator for ISAF
Location: Kampong Thom
Salary: 828$-1030$

PURPOSE OF THE POSITION
- S/he will play a strategic role to ensure the project implementation following the social accountability framework and government policies within a strongly advocate with the Sub-National and local service deliveries to support the project in their respective province.
- In addition, s/he engages in and ensure proper liaison and networking with government departments and represent in high level meetings of ISAF project in their province.
- S/he also respond to lead, manage, and support to CAF network to led ISAF activities through financial partnering or Social Accountability fund.
MAJOR RESPONSIBILITIES
- Provide Oversight, guidance and technical support to CAF Networks and CAF Leaders at districts/municipal in the target provinces and government staffs to meet the expected outcomes of WVIC ISAF implemented activities at district and provincial level.
- Prepare and annul work plan, conduct monitoring of data, provide project report on ISAF implemented activities from the target districts.
- Work with Program Coordinator and Senior Manager to deliver technical awareness and training on ISAF to CAF leaders, ensure the planning, monitoring, learning, and evaluation of ISAF are achieved for ISAF project in the target provinces.
- Promote learning and sharing of good practices and develop sectoral standards relevant to the ISAF learning platform.
- Build and recruit financial partnering (FP) or Social Accountability fund (SA) for effectively delivering ISAF requirements at community level (if required).
- Ensure the budget preparation and monitoring within ISAF district level is completed on times, while local partner is able to maintain accountability to WVI-C and donor (WB) guideline and requirements.
- Represent WVI-C, especially for the required sector meetings and ensure the civil society actors and local government are equipped and empowered to facilitate social accountability processes ISAF in target districts.
