In Colombia, NRC is running a Civilian Self-Protection programme called Protection of Social leaders in three area offices, which focuses on providing proactive prevention and protection actions to individuals and communities in Other Situations of Violence and Armed Conflict, in addition to delivering specialised protection services, including protection case management and individual protection assistance. A number of other specialized protection initiatives are ongoing across the operation and in the pipeline

Role and responsibilities

A commitment to Protection is at the core of NRC’s mission. The purpose of the Protection Specialist position is to technically lead the Protection Core Competency, and lead NRC Protection position vis-à-vis relevant coordination and decision-making fora. The Protection Specialist is responsible for identifying priority protection issues, capacity building for Protection staff, technically guiding the specialised protection programme and developing protection strategies and plans. The Protection Specialist provides expertise and is responsible for strategic advice, programme development, technical support and capacity building to country and programme management, and is responsible for mentoring, training, and building technical capacity of Protection staff. The Protection Specialist will develop strong working relationships with NRC field, programme and management teams and external Protection actors.

Generic responsibilities

  1. Develop, adjust and institutionalize Protection strategy, technical guidance and Macro LFAs, ensuring continuous alignment with regional and global strategies and priorities.
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  4. Identify trends technical standards and donor priorities.
  5. Follow up on compliance with contractual commitments within the Protection CC, ensure high technical quality and synergies in project implementation.
  6. Provide technical direction and project implementation support.
  7. Ensure that key learnings are extracted from Protection implementation, and incorporate them in Protection and staff development processes.
  8. Provide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market based programme.
  9. Represent NRC in relevant forums/clusters, including with national authorities and donors.
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities​​​​

  1. Lead on the contextualization of technical guidance, SOPs and tools on Civilian Self-Protection and Specialized Protection Services (Protection Case Management, Individual Protection Assistance)
  2. Contribute to documentation and institutionalization of Protection of Civilians and Protection Case Management programmes in NRC
  3. Lead on regular protection analysis, identifying integrated protection programming opportunities with the other CCs that lead to a reduction of protection risks in Colombia.
  4. Ensure Safe and Integrated Programming minimum standards are adhered to within the Protection CC activities and grants.
  5. Develop excellent working relationships with operational teams in Area Offices, ensuring timely and relevant support, capacity building and intra-area coordination on Protection programme issues.
  6. Responsible for networking and representation of NRC for protection-related issues at strategic level, including within the Colombia Protection Cluster, and the Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V), ensuring NRC protection work is valued and understood by the wider humanitarian sector in Colombia.
  7. Contribute to the identification, development and maintenance of relationships with relevant stakeholders in Colombia (e.g. donors, UN agencies, NGOs, research- and educational institutions, private sector) related to protection.
  8. Contribute to the development and facilitate the use of effective assessment and M&E systems in Colombia ensuring compliance with NRC programme policy, quality standards and technical guidance.
  9. Contribute to the alignment of M&E and PCM systems with protection programming in Colombia.
  10. Contribute to the identification, prioritization, development, and documentation of advocacy issues related to protection in Colombia, both for the Venezuela response and the Colombian armed conflict.

Knowledge, skills and experience

  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines).
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts.
  • At least 4 years of senior –level working experience in humanitarian protection.
  • Experience in implementing/overseeing specialised protection service delivery, including case management.
  • Previous experience from working in complex and volatile contexts
  • Experience in international organisations and/or NGOs.
  • Excellent analytical skills and communication skills in writing and speech.
  • Experience with facilitating and leading internal organisational processes.
  • Ability to coordinate tasks and work processes, and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision.
  • Fluency in Spanish and English, both written and verbal.
  • Knowledge of the protection context in Colombia, desirable
  • Knowledge of relevant legal and policy frameworks, international and domestic, with focus on International Humanitarian Law, Human Rights and Protection of Children in Armed Conflicts

  • Type of contract: Fixed term contract, 12 months

  • Duty station: Bogotá, Colombia. Family Duty station.
  • Travel: 40% across Area Offices.
