1. Background/Context

Since February 2022, 12 million people crossed the border out of Ukraine, fleeing the international armed conflict in search of safety and international protection. Poland became the biggest transit and receiving country in the region. Close to 1.4 million individuals registered for Temporary Protection in Poland. More than 4.7 million people have been recorded crossing the border back into Ukraine; however, the number of people crossing into Poland from Ukraine is expected to increase over the winter. NRC and operational partners estimate upwards of two million refugees will remain in Poland for the foreseeable future. A particular group affected by the crisis in Ukraine is Third Country Nationals (TCNs) who fled from the conflict in Ukraine, having resided there prior to 24 February 2022. Besides the context war in Ukraine, the mass influx of migrants and asylum seekers into Polish territory has created a humanitarian crisis at the Polish-Belarusian border starting in 2021.

We are seeking highly qualified, resilient and dynamic professionals to be part of NRC’s start-up of operations in Poland, where NRC works almost entirely through local partners. 2. Role and responsibilities

The following is a brief description of the role:

  1. Develop Site Management & UDOC strategy, technical SOPs / guidelines and Macro LFAs
  2. Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  3. Responsible for development and management of funding proposals, project budgets and donor reports
  4. Overall management of project staff and direct liaising with partners for project implementation and quality
  5. Implement technical direction and ensure high technical quality of project(s)
  6. Coordinate and manage Site Management & UDOC implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  7. Ensure capacity building of project staff and partners and transfer key skills
  8. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy
  10. Collaborate closely with the Head of Programme on the strategic direction, and implementation of SM-UDOC programming and relevant projects.
  11. Support on identifying new funding and partnership opportunities for the SM-UDOC programming.
  12. Contribute to the development of the country strategy for Poland and cross border initiative for the Ukraine response.
  13. Identify trends and donor priorities relevant to the SM-UDOC programming,
  14. Develop standard SM-UDOC tools and guidance or adapt regional or global tools and guidance for SM-UDOC programming in Poland.
  15. Develop and follow up on detailed project work plans, procurement plans, spending plan, M&E plans and recruitment plans for the SM-UDOC core competency in Poland.
  16. Responsible for the timely implementation of SM-UDOC projects both through direct implementation and through partnerships.
  17. Follow up on compliance with contractual commitments within SM-UDOC, ensure high technical quality and synergies in partnerships and any direct implementation.
  18. In coordination with the Head of Programme, represent the SM-UDOC core competency in internal and external fora, develop partnerships and liaise with local and national authorities, humanitarian/development actors, and civil society.
  19. Lead the development of alliances with key actors in the Protection sector as well as across sectors.
  20. Conduct needs assessments within the context of Poland.
  21. Lead on the development of research studies and/or assessments to explore new thematic areas for SM-UDOC programming in Poland.
  22. In collaboration with the SM-UDOC team at the regional level, identify and initiate relevant regional and cross-border activities and common messaging.
  23. Lead the legal analysis of the relevant legal frameworks related to SM-UDOC thematic areas within the context of Poland and its impact on the rights of asylum seekers, refugees and returnees.
  24. Work closely with the M&E team to strengthen existing M&E systems based on NRC tools, capacity build partner organisation based on needs, and use evidence to inform programme design and management.

3. What We Are Looking For

  • At least Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience working in complex and volatile contexts
  • Technical Site Management and UDOC experience
  • Experience in creating and implementing referral pathways
  • Experience in coordinating service providers of a transit site or reception center
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid understanding and experience of refugee crisis contexts
  • Knowledge of the context in Poland
  • Knowledge of the legal infrastructure in Poland
  • Fluency in English is required. Polish, both written and verbal is an added advantage.
  • Experience with Start-up is an advantage

4. What We Offer

  • Type of contract: National contract, 12 months..
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Warsaw, Poland.
  • Travel: 30%.
