Job Description

More than 3.6 million people have fled across borders to seek safety in the 1st month since the escalation of conflict in Ukraine on February 24, 2022, and over 6.5 million Ukrainians are reported to be displaced internally. As the vast majority of the displaced are women, girls, and boys, this could become the worst humanitarian crisis Europe has seen in decades.

Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine and consequent displacement into neighboring Poland. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Ukraine to facilitate immediate assistance that can be used where it is the most needed. Simultaneously, the IRC is establishing operations across Ukraine to complement partner response services either in breadth or scale.

The Protection Partnerships and Capacity-Building Manager will support the development and management of protection program partnerships in Poland.

Specifically, the Protection Partnerships and Capacity-Building Manager will be responsible for:

1) Partnership development and management:

• Supporting the Integrated Protection Coordinator in the identification of new partnership opportunities aligned with protection response strategy

• Acting as a liaison for regular engagement with partners; and channeling technical queries and requests for support to Integrated Protection Coordinator and relevant sub-sector Manager(s)

• Participating as requested to external forums such as protection clusters/working groups and other coordination mechanisms

2) Partner capacity-building mapping and planning:

• Identifying and channeling requests for technical support/capacity building/training to partners based on different technical areas and gaps identified and highlighted through partnership support plan

• Mapping and planning capacity-building for partners based on availability of technical support and priority level of request for support. Setting up a schedule of technical assistance, in the form of ongoing partner check-ins with relevant technical focal point, in-person or remote trainings, sharing of relevant technical resources, etc.

• Arranging the logistics of trainings (in-person or remote), supporting with invitation of relevant stakeholders, identification of venue and transport (in collaboration with supply chain team), etc.

• Leading on procurement requests for translation services for technical resources and training material

• Supporting implementation of and ensuring adherence to project work plans, and monitoring and evaluation plans in collaboration with the Integrated Protection Coordinator

• Supporting program report writing

3) Program delivery:

• Promoting and applying the IRC’s Partnership Excellence for Equality and Results system (PEERS). Contribute to building a strong understanding of PEERS throughout protection team, and to ensuring that IRC’s partnership principles, skills and approaches are applied by staff across programs and projects with partners.

• Supporting the Integrated Protection Coordinator and partnership teams in all relevant aspects of the IRC’s partnership policy (PEERS process), including due diligence, proposal review/development, report reviews, attending partner meetings, supporting monitoring visits, all the way through the finalising close out procedures.

• Support partners whenever possible in coordination with other entities such as government, UN, other humanitarian actors and coordination mechanisms.

• Engage with partners to identify and jointly pursue shared advocacy priorities.

• Where appropriate, support partners in the development of proposal submissions.

• Support the Integrated Protection Coordinator in the review of the performance of protection partners, of the IRC (including on the basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.

4) Program quality:

• Ensuring alignment of partnerships and capacity-building opportunities with protection response strategy, sub-sector approaches and interventions

• Engaging the relevant technical focal points into ongoing engagement with partners based on gaps/needs identified

• Ensuring that supported partner projects are consistent with humanitarian and sector principles and standards.

• Identifying continually areas of complementarity and strategic integrated approaches

Key working relationships: • Position Reports to: Integrated Protection Coordinator, Poland • Position directly supervises: N/A • Internal collaborations within IRC: Women’s Protection and Empowerment (WPE) Manager; Protection Manager; Child Protection (CP) Manager; Economic Recovery and Development (ERD) Manager; Partnerships Coordinator • External collaborations to IRC: IRC existing and prospective partners, government agencies, etc.

Requirements:

• Language: Polish and English required; if possible, Ukrainian

• Bachelor of Arts or Science in Social Work, Gender, Human Rights, Social Science, Public Health, Humanities or other related field, desirable

• Experience developing and managing relationships and/or partnerships with external stakeholders

• Excellent organizational skills

• Experience in working in refugee camps or other emergency programming settings

• Excellent communication skills

• Positive and professional attitude, including ability to lead and work well in a team setting

• High degree of flexibility and strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail

• Computer literate, including Microsoft Word and Excel

This position will be based in Warsaw, with occasional travel to Rzeszow, Lublin and other locations as necessary. As this is a fluid and rapidly changing context, the location of this position and length of assignment may change based on the needs of the program.
