Overview

Deliver NRC protection interventions in designated oblasts of Ukraine.

You have:

• Minimum 1 or 2 years of professional experience in the humanitarian protection sector.
• Proven ability to provide protection counseling, individual protection assistance, and other protection services to vulnerable populations.
• Demonstrated capacity to produce timely, accurate reports related to the position’s responsibilities.
• Ability to assess protection risks, identify gaps in services, and propose practical solutions aligned with a needs-based and people-centered approach.
• Strong understanding of the local socio-cultural, political, and humanitarian context, including awareness of Ukraine’s social protection system.
• Knowledge protection principles and global protection best practices is preferable.
• Proficiency in English (written and verbal).
• Effectively plans, prioritizes, and delivers protection interventions under tight deadlines and challenging field conditions.
• Establishes trust with beneficiaries, colleagues, and partners, fostering collaboration and accountability.
• Communicates clearly and respectfully with diverse stakeholders, adapting messaging to context and audience.
• Operates safely in insecure or high-risk environments, demonstrating flexibility and problem-solving in dynamic situations.

The purpose of the PfV Officer position is to deliver NRC protection interventions in Odeska, Mykolaivska, and Khersonska oblasts from Mykolaiv field office. The position will be managed by the PfV Team Lead under the overall management of the PfV Manager and with technical support from the country level PfV Specialist. The protection interventions include delivery of the following services: a) Individual Protection Assistance with a client-centered approach, b) protection referrals, counseling, and accompaniment, c) protection monitoring, d) community self-protection initiatives to strengthen existing coping mechanisms which proved to be efficient, e) others if appear due to the program changes. All the interventions are implemented in accordance with internal and global standards and with respect to protection mainstreaming principles.

Qualifications

a) Professional

Responsibilities

Generic responsibilities:

1. Ensure compliance with NRC policies, guidelines, and standards.

2. Ensure compliance with global protection mainstreaming principles.

3. Undertake technical responsibility for implementation of protection interventions within ongoing projects in the southern oblasts of Ukraine.

4. Maintain accurate documentation and collect data with compliance with data protection and other information management principles.

5. Contribute to tracking financial expenditures.

6. Contribute to timely developing status and other reports as required by management.

7. Assess, promote, and document ideas for technical improvement and further program development options.

8. Ensure that interventions target beneficiaries most in need and explore and assess new and better ways to assist.

9. Contribute to local advocacy efforts to tackle the barriers to access the services guaranteed by the state.

10. Support with monitoring, documentation, and technical support for implementation of project activities done by implementing partners as required.

Specific responsibilities:

1. Provide Individual Protection Assistance (including in-kind support and cash assistance) as well as protection counselling and accompaniment to people at risk of or exposed to protection risks.

2. Conduct safe referrals internally and to external specialized service providers, working with PfV Team Lead to ensure usage of accurate services mapping and referral pathways.

3. Conduct protection monitoring activities in accordance with NRC internal and the Cluster guidelines.

4. Contribute to identification of local CSOs for potential partnerships, assessing their capacity and suggested response. Once CSOs are contracted, technically support implementation of the agreed activities.

5. Contribute to analyzing the operational context, including existing national and international response, and not covered gaps. Make suggestions on adjustments to the ongoing NRC protection program to respect needs-oriented approach.

6. Provide psychological first aid to individuals in need of psychological support.

7. Ensure regular collection, analysis, and internal dissemination of protection information, with respect to existing data protection protocols and standards of confidentiality.

8. Support field data collection to inform relevant internal and externally commissioned protection assessments, risk analyses, and needs assessments.

9. Represent NRC at external meetings as delegated by the PfV Team Lead, including bilateral meetings with partners and local authorities.
