  • Bilingual in Ukrainian and Russian with good verbal and writing skills in English.
  • Preferably a valid Attorney’s License (registered at the Bar Association).

  • Excellent communication skills both verbal and written.

MIRT PRoL Officer

Duty station: Dnipro (Mobile)

Key working relationships: Position Reports to: MIRT Team Leader and PRoL Senior Legal Officer Position directly supervises: N/A Internal collaborations within IRC: Sr Protection Monitoring and Information officers, community mobilizers case workers. External collaborations to IRC: Legal actors, Legal PWG, Free Legal Aid Center staff, Protection and information services actors, organizations, and agencies

Job Overview/Summary:

The Mobile Integrated Response Teams (MIRTs) are fully mobile teams deployed by the International Rescue Committee (IRC) in Ukraine to provide humanitarian assistance in response in underserved and hard-to-reach areas. Comprised of sector specialists and support staff, MIRTs are capable of rapidly assessing, delivering, and monitoring assistance in the sectors of Cash and Basic Needs (CBN), Health, and Protection. These teams are specifically designed to be flexible and responsive, able to deploy within 72 hours to identified areas of need. Their primary objective is to provide timely and quality assistance to vulnerable populations, particularly in underserved and hard-to-reach areas. MIRTs play a crucial role in conducting sector-specific assessments, delivering life-saving aid, implementing targeted interventions, and collaborating with local partners and stakeholders to ensure a coordinated and effective response.

The PRoL officer provides legal information, legal counselling, and legal assistance activities with IRC in Ukraine. The Legal Officer will be based at IRC’s office in Dnipro, under the supervision of the MIRT Team Leader and the PRoL Senior Officer. The MIRT PRoL Officer will serve as a key person to implement legal assistance activities along the displacement routes and provide evidence base to inform the needs of the affected population for program adjustment and advocacy. The legal officer will provide legal services through mobile teams usually in hard-to-reach and underserved areas of Ukraine. S/He will also contribute to the general understanding of the legal context in Ukraine, as the situation and needs evolve.

Specifically, the MIRT PRoL Officer will be responsible for:

- with the support and supervision of the MIRT Team Leader and the Sr Legal Officer, create information content that responds to the legal needs of conflict-affected population, and provide information, either at the community center or other static centers (such as Cash registration points) and through mobile teams. - work closely with IRC partners to support and guide the implementation of legal information, counselling, and assistance. - provide individual legal counselling to individuals in need of legal assistance, either at the community center or other static centers (such as Cash registration points) and through mobile teams. - ensure continuous update of the service map in various oblasts and surrounding oblasts on legal actors and services. - ensure referrals are made and received in a safe way and according to the SOPs, and ensure referrals received are followed-up and that the referral tracker is updated. - Regularly update the reporting tools with the amount of information, counselling and legal cases provided. - constantly look for contacts within authorities and key humanitarian stakeholders and update the contact trackers. - Contribute to the weekly movement plans for locations for legal activities on a weekly basis. - Support and inform the Sr Legal Officer on the needs in term of legal assistance for people in Ukraine.
