Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services, cash and basic non-food items.
Under the overall supervision of the Chief of Mission (CoM) in Ukraine and the Senior Programme Coordinator (CBI), and the direct supervision of the Cash Coordination Officer (CWG), the Cash Coordination Assistant (Sub-National CWG) will be responsible for supporting the quality coordination services to the Sub-National Cash Working Group co-lead by IOM and OCHA Ukraine.
- Under supervision of the Cash Coordination Officer (CWG), and in coordination with the OCHA Humanitarian Affairs Officer/Cash Coordination in Dnipro, support the Sub-National CWG co-chairs ensuring information sharing and harmonization of coordination efforts.
- Support the Sub-National CWG co-chairs in establishing and maintaining contacts with government officials, other UN agencies, non-governmental organizations, etc.; assists with the implementation of appropriate mechanisms to facilitate collaboration and exchange of information, both in and outside the UN system, including on early warning and contingency planning, etc.
- Support the Sub-National CWG co-chairs with maintaining/updating information management products and communication channels on ongoing and planned CVA to inform coordination, harmonization and complementarity in operational implementation.
- Support organization and participate in working groups, meetings, conferences, and consultations with CWG partners on humanitarian and emergency cash-related matters; takes minutes and translates as needed.
- Support Sub-National CWG advocacy efforts with local government and Inter-Cluster Working Group for promotion of CVA to ensure its acceptance and understanding as needed.
- Assist with the elaboration/update of MPC and sector specific CVA guidelines, key messages and Standard Operational Procedures as needed.
- Support the development and strengthening capacity of national NGO actors to implement CVA in line with CWG standards and best practices worldwide.
- Assist the Sub-National CWG in designing tools for mapping partners capacities, and the monitoring and coordination of emergency responses, risk management and preparedness.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.
Entitlements of National UN Volunteer
The contract lasts for the period indicated in the vacancy with the possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.
Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1587 (equivalent in UAH) is provided monthly to cover housing, utilities, and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.
Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.
Leave entitlements: • Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
