Protection Officer-GBV

Overall purpose of the role:

  • The Gender Based Violence Officer’s primary function is to execute quality implementation of the Gender-based Violence thematic area in synergy with the larger protection component which constitute the overall DRC program in Iraq.
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of GBV prevention and response activities, namely GBV case management, individual protection assistance and awareness activities (including specific prevention activities with men and boys such as EMAP Curriculum).
  • Ensure communication with communities and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s case management services. The GBV Officer is also responsible for representing DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed.
  • Coordinate to ensure GBV case management workplan, reports and relevant trackers are timely updated and provide timely feedback and information on protection issues identified.

Geographic scope: Diyala

This role has a focus on Diyala and ensures compliance to DRC procedures and guidelines within DRC Iraq and the South area office. The role contributes to the implementation of protection strategies for Diyala, which are translated into action plans and day-to-day tasks.

Main responsibilities

Programming & Operations

  • Ensure the successful delivery of high-quality GBV-case management support and individual protection assistance to people of concern of different ages (youth, adults and older persons), gender (men and women) and abilities (including persons living with special needs).
  • Ensure that CM-GBV and IPA are implemented in compliance with DRC SOPs, guiding principles and international protection standards.
  • Focal person for GBV prevention activities within the team, including for specific prevention curriculum (e.g. EMAP)
  • Execute specific prevention interventions in accord with corresponding standard guideline documents; trainings provided by or facilitated by DRC for specific prevention workers; ongoing supervision and discussion for contextual and resource use adaptation led by the Team Leaders, managers, or other designated technical supervisor; and guidance notes and formal instructions regularly provided for the DRC Protection team.
  • Monitor that information management principles are always respected.
  • Provide on-the-job coaching and technical guidance to Protection Assistants (CM) on GBV Case Management by leading individual and group supervision.
  • Oversee identification and referral of vulnerable beneficiaries by Protection Assistants (CM) dedicated for GBV activities, monitor, and conduct follow-up to ensure timely and adequate internal and external referrals, including children in need of Child Protection in accordance with GBV principles.
  • Maintain up-to-date mapping of the multi sectoral service providers operating in the area and when necessary, coordinate with the Legal Aid team and CM/CBP/PSS team.
  • Identify capacity building needs amongst Protection Assistants (CM) and provide support to Protection Team Leader and Project Manager in capacity building planning in GBV Issues.
  • Lead on induction and initial GBV training of newly recruited Protection Assistants (CM) for GBV activities. .
  • Ensure adequate activity records are collected/maintained to prepare monthly reports, support Protection Team Leader (CM) and Project Manager in submitting internal reports related to GBV as requested.
  • Draft GBV prevention and response workplan based on urgency and prioritization criteria, and in coordination with other protection teams.
  • Provide monthly or weekly work plan for the Integrated GBV team to Protection manager (PM).
  • Provide feedback to Protection Manager / Team Leader on protection issues, trends, risk and gaps in response to continuously improve service delivery.

Monitoring and Reporting

  • GBV Officer is expected to work closely with Protection CM team to complete and update all forms specific to GBV Case management/GBVIMS in parallel with case interventions and responsible to submit to GBVIMS monthly report to GBVIMS TT.
  • GBV officer is also expected to complete all intervention specific reports e.g. session reports, accountability checklists, integrated women’s voices forms, personal action plans and trackers in the case of EMAP.
  • Officer is expected to treat the hard and soft copy data with which they are entrusted in accord with GBV guiding principles and GBVIMS Information Sharing Protocol.

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers, other DRC departments. Officer is expected to have strong bilateral relationships with other agencies implicated in case management at field level in order to ensure quality case management.
  • Represent DRC at meetings and other relevant technical coordination meetings and advocate for the needs of people of concern.
  • Collaborate with relevant internal and external technical experts in the development of GBV reports, guidance notes and capacity building materials.

Logistics/Finance/MEAL

  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Support protection assistants (CM) with financial procedures (cash advances, settlements, documentation) required during implementation GBV-CM and IPA.
  • Support the implementation of monitoring and evaluation exercises, tracking target achievements of GBV-CM and Prevention activities and IPA.

Other

  • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
  • Ensure adherence to DRC national staff policy guidelines and Code of Conduct.
  • Ensure compliance with DRC AGD policy and AGD programmatic minimum standards
  • Ensuring compliance with the zero-tolerance to Sexual Exploitation and Abuse policy
  • Perform any other relevant tasks as requested by the Protection Project Manager an in collaboration with Team leaders and other project officers

Required experience and competencies.

  • Minimum 2 years of practical experience in protection working for an INGO, with at least 2 years in case management, with at least 1 year working in GBV is preferred.
  • Candidates with experience in GBV, including TOT in GBV case management, GBVIMS and EMAP will be prioritized.
  • Field experience is required
  • Understanding of GBV guiding principles, GBV minimum standards and basic psychosocial support concepts
  • Excellent IT skills (Microsoft Excel, Outlook, Word, and PowerPoint)
  • Excellent communication and problem-solving skills.
  • Ability to maintain confidentiality and always prioritize the safety and dignity of beneficiaries.
  • Ability to work flexible hours.
  • Fluency in Arabic
  • Advanced English proficiency

  • Proven facilitation and training skills
  • Experience with IDEAL, Win-Win curriculum

Required education

  • Relevant university degree (e.g., psychology, social work, pedagogy or education, international development) or equivalent professional qualification.
