Community Based Protection

In 2003, following the start of foreign military operations in Iraq, DRC became one of the first organisations to provide humanitarian assistance in the country and now operates in 11 governorates, including Anbar, Baghdad, Babel, Diyala, Duhok, Erbil, Karbala, Kirkuk, Najaf, Ninewa and Salah-al-Din.

Overall purpose of the role

• Ensure the quality of the planning, implementation and follow up of all technical aspects of community-based protection and psychosocial support activities being implemented by DRC.

• Ensure communication with communities and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s community-based protection and psychosocial support activities.

• Coordinate to ensure CBP workplan, reports and relevant trackers are timely updated and provide timely feedback and information on issues a raising at the center

Geographic scope: Diyala (Iraq)

This role has a focus on Diyala and ensures compliance with DRC procedures and guidelines within DRC Iraq and Diyala area office. The role contributes to the implementation of protection strategies for Diyala, which are translated into action plans and day-to-day tasks.

Main responsibilities

Programming & Operations:

• Ensure the successful delivery of high-quality community-based protection (CBP) activities to people of concern of different ages (youth, adults and older persons), gender (men and women) and abilities (including people living with special needs). These include, but are not limited to, structured curriculums and unstructured Psychosocial Support (PSS), recreational activities, awareness raising and life skills.

• Provide on the job coaching and support to Protection Assistants (CBP), to ensure that PSS and CBP activities are implemented in accordance with SOPs and international and DRC protection standards.

• Oversee identification and referral of vulnerable beneficiaries by Protection Assistants (CBP); monitor and conduct follow-up to ensure timely and adequate internal and external referrals, including children in need of Child Protection and survivors of Gender-based violence, in accordance with protection principles.

• Maintain up-to-date mapping of the service providers operating in the area and when necessary, coordinate with the Case Management and Legal Aid team.

• Identify capacity building needs amongst Protection Assistants (CBP) and Outreach Workers (CBP) and provide support to Protection Team Leader and Project Manager in capacity building planning.

• Lead on induction and initial protection training of newly recruited Protection Assistants (CBP) and Outreach workers (CBP). Organize regular meetings with community-based protection groups volunteers (CBPGs) and follow up on action plans developed by the CBPGs.

• When required, support Protection Team leader in planning, organizing, and conducting protection monitoring activities (including focus group discussions, household surveys and key informant interviews) and community consultations.

• Ensure adequate activity records are collected/maintained (e.g., attendance lists) to prepare monthly reports and support Protection Team Leader (CBP) and Project Manager in submitting internal reports as requested.

• Draft CSS and mobile teams work plan based on the consulted needs of the targeted community as well as protection project indicators. Provide feedback to Protection Team Leader when these needs change to continuously improve materials and service delivery.

• Provide monthly or weekly work plan for CSS staff to Protection Team Leader (CBP) in a timely manner and ensure that this information is posted and shared with community members.

Coordination and representation:

• Develop and maintain effective working relationships with relevant stakeholders including partner agencies, community leaders and service providers, other DRC departments.

• Represent DRC at meetings and other relevant technical coordination meetings and advocate for the needs of people of concern.

• Collaborate with relevant internal and external technical experts in the development of protection reports, guidance notes and capacity building materials.

Logistics/Finance/MEAL:

• Support Protection Team Leader (CBP) in the procurement process by raising purchase Request, (PR),creating and monthly updating procurement planning for the CSS and the CBP teams.

• Plan and coordinate proactively logistics and movements of staff from and to different operational areas

• Support the implementation of monitoring and evaluation exercises, tracking target achievements on PSS and CBP activities.

Other:

• Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.

• Ensure adherence to DRC national staff policy guidelines and Code of Conduct.

• Ensure compliance with DRC AGD policy and AGD programmatic minimum standards

• Ensuring compliance with the zero-tolerance to Sexual Exploitation and Abuse policy

• Perform any other relevant tasks as requested by the Protection Officer (CBP) and Protection Team Leader

Protection Team Leader (CBP)

Required experience and competencies:

• Minimum 2 years of practical experience in protection working for an INGO

• Field experience is required.

• Understanding of protection principles, protection minimum standards and basic psychosocial support concepts

• Excellent IT skills (Microsoft Excel, Outlook, Word and PowerPoint)

• Excellent communication and problem-solving skills.

• Ability to maintain confidentiality and prioritize the safety and dignity of beneficiaries at all times.

• Ability to work flexible hours.

• Fluency in Arabic

• Advanced English proficiency

Desirable qualifications:

• Proven facilitation and training skills

• Experience with IDEAL, Win-Win curriculum
