This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

As an active UNHCR team member, efficient, timely, responsive, and high-quality support rendered to UNHCR and its beneficiaries in the accomplishment of her/his functions, including: • To support the overall activities of Policy Development Unit as specified below • To complete the following trainings: Refugee Status Determination, Induction Training of Protection of Refugees, Security Training programmes as indicated by the Office, Code of Conduct for UNHCR Staff. • To increase her/his knowledge on UNHCR mandate and international protection • To apply Age, Gender and Diversity (AGD) perspective throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Under the direct supervision of Associate Protection Officer and general oversight of Senior Protection Officer the UN Volunteer will undertake the following tasks:

  • Consistently apply International and National Law and applicable UN/UNHCR and the Inter-Agency Standing Committee (IASC) policy, standards and codes of conduct.
  • Support the Unit in implementation of the activities aiming to reinforce the national asylum procedures within and outside of the scope of RNF-II Project by; o Co-facilitating capacity development activities o Support preparation of materials, engage in reporting o Support quality assurance activities: conducting initial desk review of interviews and decisions delivered by PMM and conduct initial drafts of relevant reporting o Assist in drafting the analysis and reports on national RSD procedures o Undertake missions and on the job visits and support relevant reporting
  • Conduct research (on country of origin and legal issues), manage and improve the country of origin materials database, report on general trends in the relevant countries of origin and replying to queries on specific legal and protection issues, referring to the supervisor or seeking for advice on more complex issues.
  • Support the Unit in drafting analysis papers to identify good practices and gaps in the national RSD procedures based on the information received from the Counselling Line
  • Observe and respect relevant Standard Operating Procedures (SOPs).
  • Participate in trainings, workshops and meetings and support the unit in note taking and reporting.
  • Translate materials and proofread the translated materials, if and when necessary. Any other related tasks as may be required or assigned by the supervisor.

national and/or international level, working in the UN or other international development organization is an asset - Demonstrated familiarity with and knowledge of the basics of refugee law and international human rights law is desirable - Legal Knowledge and the ability to apply legal principles is desirable. - Demonstrated knowledge and experience in working with vulnerable groups and gender issues: women, children, and marginalized groups is desirable. - Excellent drafting, formulation, reporting skills - Accuracy and professionalism in document production and editing - Excellent interpersonal skills; culturally and socially sensitive - Ability to work inclusively and collaboratively with a range of partners, including authorities at different levels - Familiarity with tools and approaches of communications for development - Ability to work and adapt professionally and effectively in a challenging environment - Ability to work effectively in a multicultural team of international and national personnel - Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet - Familiarity with database management and office technology equipment - Self-motivated, ability to work with minimum supervision - Ability to work with tight deadlines Sound security awareness Have affinity with or interest in refugee protection, volunteerism as a mechanism for durable development, and the UN System.

The place of work for the assignment is Ankara and relocation is needed for those who are not living in Ankara. The UN Volunteer will be responsible for arranging her/his own housing and other living essentials. UNV Entitlements in a Nutshell for National UN Volunteer (Specialist): • Current Volunteer Living Allowance (VLA) with the new salary scale rate is approx 930 USD (paid in TRY based on the monthly UNORE rate). • 100% health, life and dismemberment coverage by CIGNA. As per UN’s diplomatic mission status, it is not included in National Security Institution’s (SGK) system but can be initiated on private basis. • Entitlement to annual Leave at the rate of 2.5 working days per completed month of volunteer assignment • Entry allowance for covering relocation expenses • Exit allowance upon completion of service Several learning opportunities Unified Conditions of Service is available on UNV's website.
