Under the supervision of the Chief of Partnerships, the Proposal Development Consultant will be responsible for developing time-sensitive programme briefs, concept notes, proposals, and other products for donors aimed at securing additional resources for the Lebanon Country Programme.

The Lebanon Country Office has increased its fundraising efforts to respond to the multiple crises in the country, this requires preparation of time-sensitive documents with highly engaged donors. The Country Office seeks the support of the consultant to secure additional resources for the Lebanon Country Programme can be secured.

How can you make a difference?

You will support the Partnerships section in the implementation of UNICEF Lebanon’s 2021-2022 resource mobilization strategy, through the key deliverables:

  • Develop new concept notes, proposals and amendment requests for large-scale projects funded by key public donors (EU, KFW, Switzerland, Foundations, etc.) in coordination with relevant programme sections, planning, finance and partnerships teams, as well as relevant donor focal points.
    • Submission of up to 10 new concept notes and proposals for the EU, KFW and other public and private donors (within 9 months).
  • Review progress reports for selected donors to ensure high quality of information provided and full alignment with original proposal and donor requirements.
    • Up to 10 reports reviewed (including log frame updates, communication plans, financial reports) to ensure consistency with agreements and accuracy of reported results and numbers. (1 month)
  • Respond to time-sensitive requests on submitted proposals, prepare donor programme briefs (one-to-two-page summaries) and presentations upon request
    • 5 programme briefs and 10 presentations prepared for resource mobilization purposes (1.5 months).

To qualify as an advocate for every child you will have…

  • A Bachelor's degree in International relations, public relations, journalism or a related social science.
  • A minimum of 10 of relevant professional experience in resource mobilization, monitoring & evaluation, writing, communication, or reporting; demonstrated interest and/or experience in the field of development and/or emergency programming, from the on- going Syria crisis or from another emergency context.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Technical knowledge: In depth knowledge of EU and/or KFW proposal and reporting templates; use of Results-Based Management (RBM) language and concepts when developing briefing notes, concept notes, reports and presentations for donors..
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Candidates are requested to submit an all-inclusive financial offer with a clear indication of their daily fees.

The evaluation is based 20% on the financial offer and 80% on the technical expertise.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
