Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent leads and coordinates the asset disposition planning, development, and management of the disposal process for various commodities while considering suitable disposition options, including transfer to other operation, disposal by commercial sale or destruction locally, forecasting, and prioritization of operational supply chain/asset disposal requirements. The incumbent will report to the Chief of Section, Logistics. The Property Management Officer efficiently and effectively manages all the property management activities of the mission.

Responsibilities

Within the limits of delegated authority, the Property Management Officer, P-3 will be responsible for performing the following duties: • Plans the property management operations, monitors progress through statistical analysis of database records, and monthly progress reports; Monitors ongoing operations and the regular site visits of field mission offices and physical inspections and verification of UN property. • Liaises with the Technical Sections/Asset Managers, Procurement Section and Movement Control Section at the mission on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property. • Plans and supervises proper disposal of hazardous waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination. • Oversees the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property at the mission in conformance with Administrative Instructions, OPPFB guidelines and mission Property Management standard operating procedures. • Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission's property management activities. • Oversees the incoming shipments from closing mission’s locations and ensures they are processed through Umoja and Receiving, and Inspection reports are prepared in both Umoja Inventory Management System. • Monitors the Inventory Management database, ensuring that anomalies are identified in Discrepancy Reports and addressed immediately; Oversees the preparation of periodic performance reports in line with the OPPFB quarterly reporting regime, reviews and ensures accuracy of data. • Prepares accurate and auditable statistical reports for management in mission, Secretariat and UNGSC and draft correspondence, as required; Oversees the compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the drawdown/liquidation • Identifies issues and implement solutions to problematic areas related to Property Management. • Oversees the maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records. • Ensures accurate tracking of existing fixed assets, implement and monitor the periodic physical verification process. • Prepares and verifies periodic IPSAS financial reports on PP&E and Inventory (year-end reports, monthly reports), ensures timely submission as per the OPPFB Guidelines. • Coordinates with UNGSC and OSCM regarding strategic mission property drawdown. • Coordinates with technical sections/units their projected schedules for demobilization/decommissioning of property ahead of preparation of preliminary asset disposal plan in order to establish the mission's Asset Disposal plan based on liquidation priorities. • Analyses budget projections from technical units through review of stock holdings, consumption patterns, procurement cycle times, requirements and forecasts of internal and external customers. • Coordinates with UN Global Service Centre (UNGSC) and /or UN Headquarters regarding the submission of the mission's Preliminary Asset Disposal plan; Integrates and monitors the implementation of the Mission Asset Disposal Plan. • Coordinates with UNGSC and/or counterparts in other Missions on the availability of surplus items for transfer prior to making decision to acquire new items either for replacement or additional requirements. • Performs other duties as assigned.

• Advanced University degree (masters or equivalent) in Business Administration, Logistics Management, Supply Chain Management or related field, is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of five (5) years of progressively responsible experience in supply chain management, acquisition planning, procurement, or logistics in an international environment is required.

• Experience in support services and logistics/supply management is desirable.

• Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written) is required; knowledge of French is desirable.

• Position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
