Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), in Bamako. This position primarily involves the management of the property disposal process of the Liquidation Entity. The incumbent will report to the Property Disposal Officer.

Responsibilities

Within the delegated authority, the Property Disposal Assistant will be responsible for the following duties: • Assists the supervisor in planning and organizing the disposal of written-off property, hazardous waste, and some commodities representing a risk to the environment; • Enforces safe and secure practices in order to avoid any pollution or contamination; • Executes disposal agreements, implements quality control measures in accordance with international and local environmental standards; • Coordinates with procurement on the preparation of disposal agreements and services for the disposal of property through sale, destruction, etc.; • Drafts statements of work and approve requisitions for disposal services; • Liaises with all Technical Sections/Units to receive and dispose of written-off items as per the recommendations of the Director of the Liquidation Team, Local Property Survey Board (LPSB), or Headquarters Property Survey Board (HPSB). • Assists in preparation of periodic performance reports in line with the OPPFB quarterly performance requirements, reviews and ensures accuracy of data; • Prepares auditable statistical reports for the management in the Liquidation Entity and the United Nations headquarters, drafts correspondence, as required; • Drafts Standard Operating Procedures (SOP) and flow charts in the area of property disposal; • Maintains an accurate Property Disposal Documentation; • Manages disposal records in Umoja inventory management system; • Identifies solutions to problematic areas in the area of property disposal. • Submits proposals for specialized training courses and monitors the overall professional competence of the property disposal staff; • Prepares inputs to Section’s budgets; Supervises and evaluates performance of staff. • Performs other duties as required.

Ability to provide technical advice in a broad range of supply chain management areas, including property disposal and warehouse management. Education

High school diploma or equivalent is required.

Job - Specific Qualification

Supply Chain Certification (SCOR-P or equivalent) is desirable.

Certification in Property Management/Fixed Assets Management is desirable.

Work Experience

A minimum of 8 years of experience in property management, property disposal, property control, asset management is required.

Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Experience in supply chain management or logistics operations during liquidation of a large field operation is desirable.

Experience in Business Intelligence and data analytics/visualization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. A working knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

•This position is temporarily available within the MINUSMA Liquidation Team until 31 March 2025, subject to budget approval. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. •While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. •Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. •Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
