Org. Setting and Reporting This position is located in the Supply Chain Performance Section, Supply Chain Management Service, of the Mission Support Division of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), with duty station Bamako. This position primarily involves the management of property control and inventory activities of the mission. The Property Control and Inventory Officer shall report to the Chief Supply Chain Performance Section.

Responsibilities Within delegated authority, the Property Control and Inventory Officer shall be responsible for the following duties:

•Plan the property control and inventory operations in the Mission, and monitor progress of its implementation through statistical analysis of database records and monthly progress reports. •Plan and implement the annual physical verification programme of the Property Control and Inventory Unit (PCIU), through regular visits to Mission locations and offices for physical inspections and verification of UN property. •Liaises with the Technical Sections, Commodity Mangers and the Centralized Warehousing on matters related to the physical verification of property and equipment, and inventories; •Liaise with Property Survey Unit and Property Disposal Unit and Commodity Managers on the processing of write-off and Disposal of assets and inventories. •Oversee the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property in the mission in compliance with UN Financial Regulations and Rules, DOS/LSD Property Management Guidelines, and Mission Property Management Standard Operating Procedures; •Monitor the Umoja Inventory Management database, ensuring that anomalies are identified in Discrepancy Reports and reconciled promptly. •Ensures proper utilization of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission's property management activities; •Oversees the compilation and drafting of Standard Operating Procedures (SOP) and flow charts relating to all aspects of property control and inventory activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the PCIU; •Liaise with the Fixed Asset Management Officer in the maintenance of the fixed assets register by providing and updating information related to fixed assets, to ensure accuracy and integrity of property records. •Implement and monitor the periodic physical verification process of Fixed assets; •Provide inputs in the preparation and verification of periodic IPSAS financial reports on PP&E and Inventory (financial year-end, quarterly and monthly reports), to ensure timely submission as per LSD Guidelines. •Evaluate staff performance; •Performs other related duties as required.

Education Advanced university degree (Masters or equivalent) in Business Administration, Logistics Management, Supply Chain Management or related fields. A first-level university degree in combination with additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in property management, property control and asset management is required.

Experience in support services, logistics and supply chain management is desirable.

Experience UN field operations or international organization is desirable.

Languages English and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
