Org. Setting and Reporting

The position is within the Liquidation Team of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent will lead the management of property control and inventory activities, including planning of physical verification activities, identification of discrepancies, establishing interface for review and reconciliation of errors in the property records, maintaining high level of accuracy on assets, equipment, inventories as well as write-off and disposal activities. The incumbent will report to the Chief of Section, Logistics, within the Supply Chain Management Service.

Responsibilities

Within the limits of delegated authority, the Property Control and Inventory Officer, P-3 will be responsible for performing the following duties: • Plan the property control and inventory operations in the Mission and monitor progress of its implementation through statistical analysis of database records and monthly progress reports. • Plan and implement the annual physical verification programme through regular visits to Mission locations and offices for physical inspections and verification of UN property. • Liaises with the Technical Sections, Asset/Commodity Mangers and the Centralized Warehousing on matters related to the physical verification of property and equipment, and inventories. • Liaise with Property Survey Unit and Property Disposal Unit and Commodity Managers on the processing of write-off and Disposal of assets and inventories. • Oversee the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property in the mission in compliance with UN Financial Regulations and Rules, OPPFB Property Management Guidelines, and Mission Property Management Standard Operating Procedures. Monitor the Umoja Asset/Inventory Management database, ensuring that anomalies are identified in Discrepancy Reports and reconciled promptly. • Ensures proper utilization of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission's property management activities. • Oversees the compilation and drafting of Standard Operating Procedures (SOP) and flow charts relating to all aspects of property control and inventory activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions. • Liaise with the Fixed Asset Management Officer in the maintenance of the fixed assets register by providing and updating information related to fixed assets, to ensure accuracy and integrity of property records. • Implement and monitor the periodic physical verification process of Fixed assets. • Provide inputs in the preparation and verification of periodic IPSAS financial reports on PP&E and Inventory (financial year-end, quarterly and monthly reports), to ensure timely submission as per LSD Guidelines. • Evaluate staff performance. • Performs other related duties as required.

Education

• Advanced university degree (Master’s or equivalent) in Business Administration, Logistics, Management, Supply Chain Management or related fields is required. First-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

• Supply Chain Certification (SCOR-P or equivalent) is desirable.

• Certification in project management (PRINCE 2 of equivalent) is desirable.

Work Experience

• A minimum of five (5) years of progressively responsible experience property management, property control and asset management is required.

• Experience in support services, logistics and supply chain management is desirable.

• Experience in UN field operations or international organization is desirable.

• Experience in BI, Power BI. Experience in sourcing, cleaning, and preparing data, selecting and developing visualizations/metrics that enable easy communication/interpretation by the users is desirable.

Languages

• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) are required. • A working knowledge of French is desirable.

Assessment

• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Position is temporarily available within the Liquidation Team until 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
