Duty station: Maungdaw

Travel: Maungdaw, Buthidaung and if required Sittwe

Qualifications

Generic professional competencies for this position:

  • At least three years of experience in Shelter, WASH and Cash programs.
  • Proven experience of managing an INGO livelihoods intervention throughout the entire project cycle (to include HH targeting and selection, project design, meeting project targets and reporting)
  • Proven experience of conducting baseline and PDM surveys
  • Experience of working and managing a sub-partner
  • Proven work experience of meeting M+E schedules and donor requirements in nRS
  • Experience of working in complex and challenging environments
  • Proficient in MS Office package
  • Fluency in Rakhine and other local Language and English
  • Documentation results related to the position’s responsibilities

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • An acceptable level of English, both written and verbal
  • Knowledge of local languages in nRS

  • Fluency in Rakhine and Myanmar

Responsibilities

  1. Role and responsibilities

The purpose of a team leader for the cash for assets project is to essentially work in collaboration as well as monitor the field activities of MHDO, mentor NRC field assistants throughout the entire project cycle of the CFW intervention.

The following is a brief description of the role.

Generic responsibilities (max 10)

  1. Oversee the entire MHDO operational project cycle for the CFW intervention.
  2. Monitor that key targets are met in the project implementation of the CFW intervention. Guided by the project agreement between NRC and MHDO
  3. Ensure the projects meets the agreed criteria in targeting the most excluded and economically vulnerable households in the Village Tracts are selected and that this process is fully transparent and inclusive
  4. Collaborate with the MHDO Coordinator to review progress and ensure key operational targets are met and kept to schedule. To include but not restricted to the baselines survey, targeting and registration of households, asset creation activities are properly designed and within budget, activities are properly managed and targets met, payments to HHs are structured and orderly and PDMs are properly conducted.
  5. Ensure the payments to HH in each of the 3 phases of payments/project are orderly and transparent and that HHs receive correct payments, based on a greed rates for works completed. Moreover this process is properly documented and recorded.
  6. Support the Project Coordinator (Community Work) and Shelter PDM to develop work plans for field assistants in the implementation of CFW activities
  7. Provide technical support to field assistants to monitor the CFW implementation
  8. Prepare periodic progress reports for the CFW intervention, working with the M+E Officer in Maungdaw. Including the Baseline survey and Post Distribution Monitoring (PDMs). Following donor requirements that are reviewed by the Project Coordinator (Community Work) Shelter PM and Cash Advisor
  9. Supportive of the rights of IDPs/returnees in accordance with the NRC advocacy strategy
  10. Compliant with NRC policies CC tools, handbooks and guidelines

Specific responsibilities

  • Assist MHDO to finalise their operational work plan and schedule, including key targets, such as the baseline survey, targeting and registration of HHs, asset creation activities are approved by the municipality are correctly budgeted and implemented. Crucially, a schedule for payments to HHs for CfW activities is structured and properly administered. Finally, PDMs are conducted on schedule
  • Establish productive working relations with MHDO and understand their operational project cycle for the CfW intervention. Including preparedness plans, targeting, project design, implementation, payments to households and monitoring activities.
  • In collaboration with the Project Coordinator and MHDO Maungdaw, develop a monitoring and reporting schedule for the Cash for Work (CfW) intervention. Guided by the monitoring tools and technical guidance provided by the M+E unit (Yangon and Sittwe). Including, the baseline survey and PDM schedules
  • Work with the M+E Office in Sittwe to develop a work plan for conducting the baseline. Ensuring NRC and MHDO field monitors are properly briefed, familiar and trained on the methodology for collecting data
  • Provide feedback and guidance to MHDO on project methodologies and results of M&E field work, as to guide potential project changes
  • Provide weekly mentoring support to the NRC field assistants to ensure they are fully engaged with project activities. With emphasis on site visits to monitoring activities related to the CfW intervention. Including the baseline, HH targeting and registration, project implementation, payments to Households and PDMs
  • Establish productive relations with the NRC team leader. Providing structured reporting updates to include the baseline, targeting and registration of households, implementation of asset creation activities, payments, PDMs etc.
  • Undertake any other duties assigned by the Project Coordinators when required
  • At the request of the Project Coordinator, represent NRC at key cash related meetings in Maungdaw. Including MIAG, Government led and with key stakeholders (e.g. WFP and ICRC)
  • Provide the required support to visiting NRC staff, including senior management and external consultants assigned to assess and monitor the CfW intervention.

Scale and scope of position

Staff:There is no defined management role within this position, rather emphasis on mentoring support to the 4 appointed field monitors and MHDO field teamsStakeholders:The partner organisation, MHDO. WFP and UNHCR, ICRC, relevant Government departments at village tract level. Budgets:Knowledge of the grant provided to MHDO to undertake project activities
