Contract

The Indian Ocean West sub-programme of UNODC's Global Maritime Crime Programme (GMCP IOW) assists Djibouti in addressing maritime crime. Under the programme, UNODC delivers support to the maritime law enforcement authorities and corrections service. GMCP IOW’s success has been derived from the delivery of sustainable capacity building through the placement of experts as mentors for our beneficiaries. For Maritime Law Enforcement, mentors in seamanship, marine engineering, maritime law enforcement, and communications are embedded with regional maritime law enforcement authorities in each of the target countries.
This position is located in the UNODC, Global Maritime Crime Programme (GMCP) office in Djibouti, under the supervision of the UNODC Regional Office for Eastern Africa (ROEA), in Nairobi, Kenya for a period of 6 months in Djibouti. The incumbent will perform his/her duties and responsibilities under the direct supervision of the Programme Coordinator, GMCP IOW.
Within the delegated authority and under the supervision of the project coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support Officer will assist in the implementation of activities that are carried out under the “GMCP IOW” dealing with maritime crime and criminal justice chain. In particular, the UN Volunteer will undertake the following tasks:
Support the development, implementation and evaluation of the programme activities under the GMCP IOW, particularly those related to Maritime Crime, and Criminal justice in Djibouti;
Conduct research to identify technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities in the region, including improved detention and transfer activities;
Provide input on project/programme and/or budget re-visions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime;
Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
Support the engagement with national counterparts in Djibouti to facilitate implementation of capacity building activities in support of the Maritime Law Enforcement capacity building activities implemented by GMCP IOW;
Related to the above task, support monitoring and evaluation activities of the IOW Programme support by developing, participating and supporting evaluation of GMCP IOW activities, including compiling and collating information to be submitted to UNODC experts and management for further analysis;
Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues in the region;
Provide administrative and substantive support to the regional programme coordinator in view of consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing back-ground documents and presentations, handling logistics, etc;
Provide administrative action related to the procurement of equipment and services including drafting of TOR for procurements, contracts for consultants, related payment requests, and monitoring and follow-up on such requests in line with UN financial rules and regulations;
Support field missions to locations in the region where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc; Perform any other duties as required/assigned.
Furthermore, UN Volunteers are required to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

UN security level 3 for Djibouti city. Average temperatures range from 23 to 29 in January and from 31 to 41 in July. Annual rainfall varies from 127 mm in the capital to 380 mm in the mountains. Only local banking services are available in Djibouti-Ville, and it is advisable to open a bank account. Credit cards are not widely accepted in Djibouti. There are a few ATMs in Djibouti town. These only accept Visa cards and are often out of service. Travelers should not rely on them as their sole means of obtaining foreign currency. French, Afar, Somali and Arabic are spoken by the local population and authorities. Flight availability is as follows: one weekly Air France flight from Djibouti to Paris, two daily Ethiopian Airlines flights from Djibouti to Addis Ababa, two daily Turkish Airlines flight from Djibouti to Istanbul. For cabs, we recommend using only those painted white and green, or those provided by your hotel. Make sure they know your destination and negotiate the fare before you set off.
