The Federal Government of Nigeria jointly with UNDP and with support from the European Union launched a nationwide youth empowerment Programme aimed at connecting fresh graduates to employment opportunities through a 12-month paid placement in public and private enterprises. Following the launch of the onboarding process in October 2022, over 2,000 fellows have commenced their placements across the country. As the number of Fellows commencing their placements across the country continues to grow, there is need to ensure effective coordination at geo-political level, regular engagement with fellows and host Organizations and sustained trouble shooting to anticipate any challenges and respond as they arise, while also monitoring implementation. To ensure coordinated, effective Programme implementation and sustained engagement and contact with Fellows and Host Organisations, UNDP is seeking to recruit two (2) qualified Project Procurement Associates as part of the Fellows Management Unit working closely with Impact Measurement & Fellows Support Team, the UNDP Service Center and under the overall coordination of the Team Lead of the Jubilee Fellows Programme. The Project Procurement Associates will be responsible for the effective delivery of procurement services in order to obtain the best value for money for the Jubilee Fellows Program and the UNDP Nigeria Service Centre. The Project Procurement Associates will manage and undertake the procurement for the NJFP Program, the Service Center and any other Project/Programme as approved by the UNDP Nigeria Resident Representative. They will provide solutions to a wide spectrum of complex issues related to procurement. The NUNV Project Procurement Associates promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

Within the delegated authority and under the supervision of the Area Coordinator or his/her designated mandated representative(s), the UN Volunteers will: • Ensure efficient management of procurement processes • Elaboration, introduction and implementation of sourcing strategy and e-procurement tools • Facilitation of knowledge building and knowledge sharing. • Ensure efficient management of procurement processes focusing on achievement of the following results: a. Ensure quality in the preparation of all procurement documentation including organization of RFQ, ITB, RFP and IC Notices, receipt and evaluation of quotations, bids and proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. b. Establishment and implementation of proper monitoring system and control of procurement processes; c. Establishment and implementation of proper monitoring system and control of procurement processes; d. Management of procurement contracts and perform functions of a Buyer in Atlas. e. Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. f. Proper records keeping in line with Procurement policy. g. Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement. • Ensure elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: a. Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. b. Management of the e-procurement system. • Ensure facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: a. Organization of training for the operations/ projects staff on Procurement. b. Synthesis of lessons learned and best practices in Procurement. c. Sound contributions to knowledge networks and communities of practice.

Business Administration, Procurement, Public Administration, Finance, Economics or a related field; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree; • At least 3 years of professional work experience at the national and/or international level in Procurement and contracting or other relevant programmes within the UN system or other international development organizations;

    Other desired/mandatory required technical knowledge

• CIPS II is compulsory and required; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete) • Sound security awareness; • Have affinity with or interest in volunteerism as a mechanism for sustainable development, and the UN System.

Nigeria is a unique country and UNDP is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
