JOB PURPOSE

The purpose of this consultancy contract is to strengthen political engagement and encourage policy and financial investments in school feeding and social protection in MENA region. The role will seek to provide support in strengthening dialogue among lean ministries on the importance of investment in school health and nutrition, particularly at the ministerial and senior official levels. In its continued support to the Ministry of Education, WFP will be involved in the desk review analyzing the national SF Policy and other sectoral policies linked to school health and nutrition. To provide support to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Education:

University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance.

Experience:

At least 2 years’ experience in national policy and strategy engagement. Experience in the fields of education, social protection or food security, or any other relevant fields.

Language:

Fluency in both oral and written communication in French, English, and Arabic

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs.
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
  • Excellent data collection and analysis skills
  • Skills to operate within networks: advocacy, knowledge dissemination and communication, relationship-building, consensus-building and diplomacy.

KEY ACCOUNTABILITIES (not all-inclusive)

The job holder will support the Policy and Advocacy Expert in the desk review for the strategy and will work closely with the national steering committee. More specifically, they will: • Support the collection and analysis of relevant policies and strategies; • Support the organization of meetings with the relevant stakeholders and key informants to collect information and opinions on areas for improvement; • Identify potential amendments in new strategy development; • Support the organization and facilitation of national consultations and South-South cooperation Dialogue with regional leaders; • Support the coordination of WFP strategic engagement with government counterparts, as well as senior UN officials where relevant, to disseminate the WFP Plan for school health and nutrition. Identify and follow-up on platforms and opportunities to position food security, nutrition and school feeding as key political priorities with the parliament/ARP; • Conduct research and identify opportunities for strategic partnerships to strengthen political constituencies across ministries to support the social protection agenda in the MENA region for South-South cooperation; and • Support regional and country-level strategic engagement to generate and share knowledge and best practices related to school health and nutrition in the region for evidence generation. • Undertake arrangements for the organization of the SABER workshop with the WFP office in Tunisia, the Ministry of Education, and all stakeholders

DELIVERABLES

• Set of national policy documents and strategies as well as a technical document outlining areas for policy improvement, considering innovation and digitalization; • National consultation workshop organized for South-South cooperation; • Outline drafted of the new WFP Country Strategic Plan for Tunisia (2022-2026) in line with the CCA and UNSDCF process; • Government engagement advanced on the establishment of national food security, nutrition and school feeding targets for 2030 in conjunction with relevant ministries such as education, health, nutrition and finance in countries in the region by the end of 2020; and • Operational level discussions documented at the national consultation workshop summarizing best practices and opportunities for south-south learning within the region related to school-based programmes. • SABER workshop organized
