Job Description

Scope of work: The Project Officer is responsible for the technical assistance and coordination of the IRC Myanmar’s access to health program under supervision of Partner Technical Support Manager. He/She will be responsible of implementation (MNCH, EPI, SRHR, Nutrition, Malaria, TB, other emergency response activities, capacity building to partners) program actions implemented under humanitarian assistance and emergency response grants. He/She will play a key role in capacity building of partners organization implementations to enhance quality services.

Key Responsibilities:

I. Program Implementation, Supervision & Development

- · Responsible in quality program implementation and capacity development of partner staff in accordance with project action plan. - · Provide technical support to community volunteers and partners involved in the project, on implementing access to health project activities (MNCH, EPI, SRHR, Nutrition, Malaria, TB, other health related responses) through adaptation to current situation. (Remotely support to partners and must be familiar using Microsoft office team, google meet, zoom, etc.) - · Assist in developing work plan, monitoring and evaluation plan of project actions to partners. - · Monitor project activities including drugs and commodity management, organizing meetings, and training, management of referral payment, budget and timelines, notify Manager when issues arise and take corrective actions as needed. - · Ensure cross-cutting issues have been effectively implemented throughout project cycle management. - · Support to partners on strengthening of community stakeholder network (establishment of Village Health Committee (VHC) and Health Facility Committees (HFC) well as Mother Support Group, organize trainings and refresher trainings on VHC and HFC for village health promotion, management of emergency referral system and emergency referral fund etc.) - · Provide a network between partners and local CSO organizations and volunteers such as VHC, HFC, IDP camps Committees, MSG and volunteers to improve community-based referral system and to be strong collaboration and coordination mechanism between them. - · Support to partners (EHO and Non-EHO organizations) to ensure all project activities and spending compiles with donor policies and procedures. - · Must be able to work the emergency response activities to meet the needs of the internal displaced persons in conflict situation under recommendation of safety and security focal person.

II. Reporting

- · Assist and support to partner organization to ensure systematic data collection along the project implementation, including specific donor reporting Identify any shortcoming along the project cycle. - · Provide capacity building training to partner staff with the guidance of technical support team. - · Assist partner technical support manager to prepare partner’s donor reports, and internal reports.

III. Coordination /Representation

- · Participate in regular coordination meeting with partners at different level and provide feedback and suggestion from the technical point of views. - · Communicate and coordinate with Local CSO organizations, charity faith-based organization, disability groups at respective townships in implementing the humanitarian assistance and emergency response activities. - · Remain flexible to perform other duties as required or requested by supervisor.

Qualifications

- - Bachelor degree with health related science and or community development. - At least 2 years’ experiences in project implementation, coaching and mentoring. - Favorable to person with experience on medical response to disaster area, surveillance, and control of communicable diseases in disaster area. - Strong mentorship in capacity building of local partner staff. - Adaptable, flexible, and mature in judgment. - Good assessment, analytical, planning and reporting skills. - Have ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Kachin States. - Good English language skill (both oral and written). - Good practice on MS package. - Understanding of medical ethic and patient education and humanitarian principles.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
