The Project Officer will be based in Harare working closely with the UNDP's Governance and Peace Building Unit and supporting its Peace Building and Social Cohesion partners as well as the implementation of the governance programme developed to support critical governance reforms as agreed in the current Country Programme Document and its successor and the national blue print, the National Development Strategy 1. S/He will report directly to the Team Leader (Governance and Peace Building Unit) and will be under the overall guidance of the Team Leader.

As per the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) 2016 – 2021 and its anticipated successor the UNSDCF 2022-2026, public administration and governance are critical determinants and enablers of quality service delivery to the people, in order to realise the National Development Strategy 1 (2021-2025), Vision 2030 and the Sustainable Development Goals. Aligned to the ZUNDAF, UNDP's work in Zimbabwe is guided by the Country Programme Document) CPD) 2016 - 2021 and or its successor CDP, through the three pillars, which are (a) inclusive growth and sustainable livelihoods, (b) democratic governance, and (c) climate change and resilience.

Under the guidance and direct supervision of the Team Leader, the International Specialist Volunteer will support the delivery of the Programmes and be responsible for supporting coor-dination, planning, implementation, monitoring and reporting obligations of the project in con-sultation with partners and the UNDP \governance and Peace Building Team.He/she will work in close collaboration with the UNDP Governance Unit and Project staff in assisting partners to achieve desired goals within the Annual Work Plans. Specifically, the national UN Volunteer will undertake the following tasks:

Support the project planning, and monitoring processes in line with UNDP Quality Assurance standards • Support Implementing Partner and Responsible Parties in the preparation of Quarterly and Annual Work Plans, Budgets and M&E Plans, and other relevant project manage-ment; • Provide the partners with support in organizing and facilitating key learning, knowledge exchange and coordination meetings. • Facilitate communication and information relays between partners and UNDP Zimba-bwe; • Support processes geared towards monitoring the implementation of Annual Work Plans and specific output deliverables; • Provide quality analysis and substantive inputs to the development and management of the project, in close cooperation with partners and UNDP

Support the implementation of key project activities as per the project documents • Assist partners in the planning and roll out of proposed activities (including preparation of Concept Notes, Agenda, writing of the minutes and reporting); • Track the implementation progress and performance of the project by ensuring proper planning, benchmarking and target setting; • Support the management of accurate and timely narrative and financial obligations re-porting of the Programme • Track the mainstreaming of gender perspectives throughout the Programme ‘s imple-mentation process

Provide support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: • Support the active tracking and update on new and available opportunities for funding; • Provide tracking and reporting on mobilized resources; • Support the preparation of donor reports; • Support the strengthening of UNDP’s strategic partnership with Commissions, security sector, CSOs, government; donors and other UN agencies.

Support knowledge sharing, information codification, and reporting obligations of the Programme • Provide support to the project in gathering and sharing information on the implementa-tion of the programme; • Assist in the compilation of data collection tools for the Programme progress reports; • In consultation with UNDP Governance and Peacebuilding Team and the Communica-tion Unit, develop Project related articles and briefs; • Provide and identify best practices and lessons learned from the Programme ’s imple-mentation;

• Governance and peace-building including programme management • Volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) • Facilitation, consensus-building, multi-stakeholder peace, dialogue process-es, mediation, negotiation, dispute resolution. • Strategy and programme development, proficient analytical and writing skills, a high degree of political and cross-cultural sensitivity and in-depth experience of working in conflict environments. • Interest in building national capacities for dialogue, conflict prevention, and transformation would be an asset. • Enhancing women’s participation as stakeholders dialogue and reconciliation processes is also highly desirable. • Knowledge of a broad range of national and regional issues pertaining to sub-Saharan Africa. • Analytical, writing, communication and advocacy skills.

Zimbabwe is located in Southern Africa and has three seasons, cool and dry from May - Aug, hot and dry from Sep - Nov and warm and wet from Dec - Apr. The Capital Harare lies at an Altitude of 1450m above sea level. The middle plateau is Malaria free and prophylaxis is highly recommended in low lying areas. the currency in use is ZWL (but USD is also available) and all basic food and accessories are available. There are public and private health facilities as well as many social amenities in Harare.
