ORGANIZATIONAL CONTEXT

GLOBAL FLEET

WFP owns, leases and globally operates around 1,000 trucks of different configurations, trailers and workshop facilities throughout 28 Country Offices (COs). The WFP fleet is deployed to fill critical gaps in local transport capacity and stabilize transport rates in the event of increased insecurity and/or sudden growth in demand, as well as pioneer new routes that, due to prevailing insecurity, would remain inaccessible to local transporters.

WFP will transition into a centralized WFP fleet, based on professional fleet management standards. This will include the assessment and optimization of current fleet operations, the development and implementation of a training program to ensure the availability of professional fleet staff, as well as the creation of SOPs and guidelines to ensure the professional, cost-effective, and efficient running of WFP fleets. The hired staff will be leading the implementation of the project and ensure the smooth integration of the Global Fleet Business model over the next 4 years.

JOB PURPOSE:

This position will lead the roll-out of the Global Fleet Digital Platform to Country Offices for all fleet-related services (leasing, spare parts, staff, etc.) over the next 4 years, to increase the service provision process efficiency and a faster response to emergencies. Additionally, the position will establish a cost recovery mechanism for the supply of spare parts from the central store in Dubai to Country Offices.

KEY ACCOUNTABILITIES (not all-inclusive)

This position is based in WFP headquarters in Rome and reports to the Head of Global Fleet.

  • Manage Global Fleet Service Provision;
  • In coordination with the Digital Transformation and Business Develop Unit, develop the Global Fleet Portal;
  • Support the full integration of WFP’s trucks fleet management to the Global Fleet business model;
  • Review the Service Provision Rate division to cover the costs of Global Fleet;
  • Manage and review Memorandums of Understanding for service provision agreements between the Global Fleet and the Country Offices;
  • Evaluate and implement the provision of fleet services to external partners;
  • Manage Global Fleet’s budget and funds;
  • Perform periodic cost analysis and evaluate the budget for Global Fleet in HQ and in the regional hubs;
  • Monitor and reports on revenue recognition and expenses in accordance with WFP Global Fleet strategic and operational requirements;
  • Issue a monthly financial report;
  • In close coordination with the procurement focal points, forecast and budget the purchase of trucks from COs and from suppliers to ensure a standardized efficient ready to be deployed fleet of trucks
  • Elaborate the spare parts service provision through the fleet hub in Dubai to ensure a fast response to the spare parts needs of country offices and reduce the downtime of trucks.
  • Track the procurement service provision, issue PFIs, follow-up on Zint Service POs and invoice the different country offices
  • Contribute to the GF statistics and reports analyzing data in the Fleet Management System;
  • Support and provide feedback to country offices on service provision matters;
  • Facilitate the service provision process coordinating all the parties involved, i.e., requesting COs, hub managers, HRD, procurement focal point, finance officers, shipping unit, insurance unit;
  • Request when needed advance payment requests from WFP and oversee the reimbursement plan;
  • Issue monthly budget reports include planned and expected expenses and incomes;
  • Liaise with the finance officer for a timely revenue recognition and expenses recognition

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master's Degree in Business Administration, Engineering, Supply Chain Management or another related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

You have at least 5 years of post-graduate, progressively responsible professional experience in:

  • Fleet Management, Fund Management and Data Analysis in an international organisation
  • Supervising professional staff

Language:

You have:

  • Fluency (level C) in the English language

TERMS AND CONDITIONS

A Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period of up to 2 years.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
