You have:

  • Minimum 3 years’ experience as Project Manager or Specialist with bachelor’s degree in education, social development, early & primary education, child development, social welfare, social sciences, or relevant field.
  • Experience working directly or indirectly with grant funded projects.
  • Experience in humanitarian and development context.
  • Experience in project design, implementation, monitoring and evaluation and report writing.
  • Preferably bachelor's degree majoring in social development or any other relevant field.
  • Hold Program Management certification.
  • Fluency in Bahasa Indonesia (native level) is required. Proficiency in English with strong written and verbal communication skills is essential.
  • Strong understanding of local and national education system (especially early and primary school approach and curriculum).
  • Strong interpersonal and facilitation skills.
  • Have experience in conducting advocacy activities, especially in the education sector.

Key Responsibilities:

About Project :

Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. The program is funded by the Global Partnership for Education (GPE) through the Multiplier Grant allocated for Indonesia, leveraging the investment of the Australian Government’s Department of Foreign Affairs and Trade (DFAT) for its INOVASI Phase 3 program. Wahana Visi Indonesia, in partnership with Save The Children Indonesia, will implement KREASI project in North Halmahera District. The program closely aligns with Indonesia’s national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.

This project is subject to donor funding acquisition process. In the event that the funding agreement is not finalized, the recruitment process may be postponed or the position may not proceed. We are committed to maintaining transparent communication with all candidates throughout this process.

Job Purpose

This position is responsible for providing leadership and management of KREASI Project in North Halmahera District. Project Manager will lead program planning, implementation, monitoring, learning, evaluation, reporting and advocacy actions of KREASI project to enhance the foundational skills of Indonesian pre-school and primary school students. This role aims to improve learning outcomes and student achievement in literacy, numeracy, and character. This position will also lead program planning, local government & stakeholder engagements, and the effective management of resources to ensure sustainable educational improvements in line with national and organizational goals. This position is responsible for excellent project delivery (on budget, on target, on time) of KREASI Project.

Strategy Development & Planning

  • Work with the district ecosystem and local governments to strengthen local institutions to ensure they can sustain the benefits of the program after the project is closed.

  • Develop and conceptualize modules for program implementation.

  • Develop project priorities and approaches are based on community and partners’ capacities, needs, resources and opportunities and in alignment with National strategy or Standards.

  • Coordinate revision of plans and budgets for program at district level in response to monitoring, reflection and learning with the community and the program team.

  • Plan and implement effective initiatives to achieve performance targets as stated in project proposals/designs.

Resource Acquisition & Management

  • Prepare program budgets in consultation with key partners for management and donor approval and ensure funds are spent in alignment with budgets on time.

  • Monitor program expenditures to ensure that they are within the project budget at the national level and under Wahana Visi Indonesia financial policies and donor’s requirements

  • Cooperatively with finance to develop and monitor budgets and all supply chain management to comply with the procedures and SOPs (in line with WahanaVisi Indonesia’s standard)

  • Ensure the effective management and engagement of key stakeholders and partners to maximize program impact and success at the district level.

Capacity Building

  • Through sustainability/phase-out plans within district and provincial ecosystems, build strong local capacity and transfer skills and knowledge to local entities.

  • Ensure capacity building of all program staff and pertinent partners

  • Supervise pilot schools (and replication schools) to implement modules.

  • Internalize and socialize WV core documents, including the safeguarding policy.

  • Promote ongoing reflection and learning among staff.

  • Develop a dynamic organizational culture for the project that conveys the principles of a “Learning Organization” and applies principles of our Core Documents, policies, manuals, and procedures.

  • Share lessons learned of program implementation with communities, development partners and other WV Partnership stakeholders at district Level.

Accountability & Quality Assurance:

  • Ensure the program's implementation along with the District Coordinator of Project Management Unit from the partner organization.

  • Build trust among schools, communities, and local stakeholders and ensure program activities reflect local needs and contexts.

  • Physically leading a training session of KREASI based on generic modules.

  • Closely monitoring the project in North Halmahera District (progress, challenge, impact, evidence-based result, expenditures).

  • Ensure that the processes of planning, implementation, monitoring, and evaluation are performed on time and with high quality.

  • Responsible for delivering the project activities to achieve the goal.

  • Manage and report on the budget according to accountability standards of the national office and donor guidelines, while ensuring the highest levels of financial stewardship and integrity.

  • Ensure that the DME enables the program and the projects to make a defined and measurable in working together with partners.

  • Ensure that the DME processes and products are in alignment with donor standards and submitted project milestones.

  • Ensure a monitoring system and tools are used by all staff to track the progress of project implementation and to capture learning.

  • To prepare project documentation and reporting at the national level to ensure all required reports are submitted on time, accurate, and complete. This includes the provision of information for monthly reports, quarterly reports, and monitoring checklist, along with updated indicator tracking table and project documentation, and host visits of sponsors, donors, and WV staff from other offices and coordinating with the Communications Unit all media and film crew visits to the project area.

  • Ensure that the programs and projects contribute to supporter transformation.

Networking & Coordination:

  • Engage with relevant stakeholders, with the support of KREASI, building a district ecosystem and maintaining it to support the delivery of the program.

  • Build and maintain partnership with relevant stakeholders including in-country donors.

  • Ensure the effective management and engagement of key stakeholders and partners to maximize program impact and success

  • Represent the Organization to internal and external stakeholders meeting at district Level.

  • Be responsible for maintaining and strengthening relationships with key partners and ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.

  • Coordinate and host visits of sponsors, donors, and WV staff from other offices, include to coordinate with Communications Unit all media and film crew visits to the project area.

Management & Leadership:

  • Lead all staffs directly and indirectly in North Halmahera Province

  • Provide line management for the program including performance management, coaching and capacity building.

  • Provide overall leadership for program staff recruitment, retention, capacity building (including caching and mentoring), workload management, and orientation; and develop appropriate organizational chart, JDs and performance goals according to Project Design and AOP

  • Submit core reports with completeness, quality and timeliness.

  • Create an enabling and positive team environment where staff can develop their talents and grow in their development sector skills, knowledge and professionalism

  • Facilitate and lead spiritual nurture activities for team members according to WV core documents.

  • Facilitate effective teamwork, coordination and work planning among coordinators, officers, facilitators, and administrative staff to ensure program implementation as standard.

Required Professional Experience

  • Min. 3 years’ experience as Project Manager or Specialist with bachelor’s degree in education, social development, early & primary education, child development, social welfare, social sciences, or relevant field.

  • Had experience working (directly or indirectly) with grant funded projects.

  • Had experience working in humanitarian and development context.

  • Experience in project design, implementation, monitoring and evaluation and report writing.

Required Education, training, license, registration, and certification

  • Preferably bachelor's degree majoring social development or any other relevant field.

  • Hold Program Management certification.

Preferred Knowledge and Qualifications

  • Has strong understanding of local and national education system (especially early and primary school approach and curriculum)

  • Strong interpersonal and facilitation skills.

  • Have experience in conducting advocacy activities, especially in the education sector.

  • Advanced to use all digital platform for meetings and daily work, and Ms. Office suite.

Travel and/or Work Environment Requirement

Able to travel within the country for coordination purposes to national office, government or donor requirement.

Language Requirements

Fluency in Bahasa Indonesia (native level) is required. Proficiency in English, with strong written and verbal communication skills, is essential.
