Job title: Project Manager for “Mongolia Dzud Emergency ResponseⅡ” (MONDERⅡ) project

Location: based in the National office, Ulaanbaatar, Mongolia

Contract type: Fixed term (6 months)

PURPOSE OF POSITION: Since October 2023, Mongolia has been facing severe winter and caused to dzud. It has been over 10 years since the last time Mongolia has faced 2 years of consecutive dzuds. In Mongolia, more than 100,000 herder families with 40 million livestock are affected by dzud, more than 500,000 livestock died from dzud. Among affected families, 34,504 HH with more than 100,000 men and women, boys and girls are living below standard. There are 213,000 people in need including 53,000 vulnerable women, men, girls and boys who need immediate and life-saving assistance.

World Vision Mongolia is prioritizing to show humanitarian response to dzud affected population and their livestock through multipurpose cash assistance and animal fodder. In order to deliver dzud intervention to local community, World Vision is planning to implement “Mongolia Dzud Emergency ResponseⅡ” (MONDERⅡ) Project in 5 aimags including Bayan-Ulgii, Khovd, Uvs, Arkhangai and Dornogobi locations to implement the dzud disaster response project.

The purpose of the role is to manage the grant project implementation and ensure effective financial and supply chain management and compliance for grant administered and/or implemented by through interventions through “Mongolia Dzud Emergency ResponseⅡ” (MONDERⅡ) project.

MONDERⅡ project intends to deliver animal fodder and dignity kit for the dzud affected communities’ herders. The project’s main activities will focus promoting the project goal “To provide rapid emergency assistance to herders who are affected by dzud disasters in order to decrease the vulnerability of herder households” by conducting household selection with developed criteria, distributing animal fodder and dignity kit to dzud affected community in targeted areas.

MAJOR RESPONSIBILITIES

PROJCET PLANNING, MONITORING AND REPORTING

  • Develop monthly, quarterly and yearly basis project implementation plan aligning to the proposal and ensure effective implementation of the activities in timely manner.
  • Contribute to Donor visibility plan is developed and implemented in line with donor requirements
  • Plan and monitor overall project performance in accordance with the project Detailed Implementation Plan and budget
  • Supports, as required, to develop the grant project proposal & design
  • Lead effective monitoring at project target areas and deliver monitoring data to Grant Manager and World Vision technical programs
  • Submit timely based reports with good quality according to donor requirement and compliance
  • Ensures monitoring information is used to improve project performance and made available for technical program reports according to grant agreement and grant regulations

  • High contribution to project reporting is developed to a high-quality standard and is engaging for donor audiences
  • Report any changes if implementation process is off course and re plan accordingly

PROJECT IMPLEMENTATION

  • Study World Vision and USAID-BHA compliances and policies, regulations and project concept with all its component documents
  • Provide overall leadership to the project team to deliver project concept to to sustain project impact that focused to protect livelihoods of communities through decreasing the negative impact of natural and man-made disaster
  • Lead effective project implementation at the targeted areas in accordance with detailed plan and budget.
  • Manage project overall implementation to strengthen the livelihoods and resilience of the communities through systematic efforts reducing the community’s exposure to shocks linked to disasters

PEOPLE MANAGEMENT

  • Lead the project team to have effective project ownership, implementation, community engagement and mobilization process with the aim of ensuring the project performance by team forming, building, and strengthening
  • Work with other departments, peers, technical and GAM team to maximize the internal source to utilize project overall performance
  • Provide guidance, direction and technical support to the project staffs to deliver quality implementation to the community
  • Conduct regular team meeting with giving and receiving team feedback
  • Conducts frequent conversations with an emphasis on -the- job coaching, constant constructive feedback to support their performance and development, and ensures WV’s performance management processes are followed.
  • Build capacity of the staff to improve their efficiency and output
  • Ensures staff well-being and security is supported and promoted
  • Ensures staff and partners understand WV safeguarding & anti-corruption policies

NETWORKING AND COORDINATION

  • Work closely and develop a professional relationship with partner agencies, including local Governor Offices, National Emergency Management Agency, local Emergency Management Agencies, National Statistical Office
  • Coordinate with National level stakeholders such as GAVS, NEMA, as well as local government agencies in targeted areas for the project effective implementation
  • Engage in community, as well as national level policy dialogues, deliver project impact and lessons learnt to respective authorities, donor agency, and the representative support office
  • Build and maintain effective working relationships with community leaders and local NGOs to enhance program effectiveness.
  • Identify new partners within and outside the community and identifies how these partners can work together towards shared priorities for the project effectiveness
  • Ensures program priorities and approaches are aligned with community, partners & donor’s requirement and standards
  • Coordinate donors & partners visits in the project fields
  • Regular information sharing with partners on project implementation and document best practices

General

  • Contribute to the common goal and aspirations of the WVI Mongolia,
  • Attends devotions and weekly chapel services and support spiritual development of the team
  • Ensures project supports awareness raising for prevention and reporting of child protection incidents occurs across the project area
  • Perform other tasks as assigned by supervisors

KNOWLEDGE, SKILLS, AND ABILITIES

Minimum education, training, and experience requirements to qualify for the position

  • A Bachelor and higher-level education in any field of social science, business administration, public relations project/people management, Disaster Risk Reduction and agriculture, or related to those fields
  • Two or more years of experience in project management (disaster and agriculture related experience will be an advantage)
  • Prior experience in working internationally funded grant projects
  • Excellent at facilitation and organizing skills
  • Good understanding of incorporating gender issues in development;
  • Ability to work under pressure in an independent manner within an interdisciplinary team
  • Ability to deal effectively with stakeholders at all levels
  • Ability to work effectively in a team of diverse skills and disciplines
  • Initiative, ability to manage own time
  • Ability to communicate effectively, including reporting skills
  • Excellent analytical skills
