Background

Based on Institute for Development on Economics and Finance (INDEF), the digital discrepancy occurs in most of Indonesia's region (particularly in last mile) due to the low integration between digital sector and education. As result, people do not have a clear sense on what the internet should be used for and low digital talent available locally. Indonesian Fintech Association (AFTECH) suggested that digital talent supply should be started within education sector which integrate digital sector and educational curriculum.

Study from katadata and investinginwomen.asia show that the low representation of women in STEM largely due to stereotypes where:

  • 50% women with STEM background choose not to pursue STEM career due to male domination in the field
  • 45% women with STEM background believe that STEM was not for women.

Based on those situation, Plan Indonesia will implement AI Fluency capacity building project for SMK’s teacher by:

  • Provide digital (particularly AI fluency) training program for 1,000SMKs teachers/educators in Greater Jakarta Area. Greater Jakarta is proposed due to its high digital competitiveness index (76.6) and the high number of SMK teachers and students (on average 1 teacher for 20 students based on data from Ministry of Education).
  • Campaign on the importance of women involvement in STEM (particularly digital) sector and AI adoption in educational curriculum.

In partnership with teacher/educator associations, provincial & local education offices, and community partners, we aim to reach SMKs (both public and private) in Greater Jakarta area as well as other area within Indonesia to encourage 5.000 teachers to apply for the program.

Role Purpose

The Project Manager will lead project implementation in Jakarta Greater area and other area within Indonesia. She/he responsible to achieve project goals effectively. She/He also should ensure the project expenditure comply with Plan International regulation as well as with Donor regulation.

Dimensions of the Role

  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs
  • Ensure tracking the project progress is in place through monitoring, evaluation, reporting and knowledge management;
  • Maintaining effective working relationships with project partners and donor, through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.

Accountabilities

Effective and Efficient Project Management

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing partners and consultants to ensure delivery of quality outputs based as required and planned in the project;
  • Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors’ standards and compliance;
  • Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
  • Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager for consideration and updating the status of these risks by maintaining a Project Risk Registry;
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
  • Prepares for project closing, audit and transfer of project asset.

Monitoring, Evaluation, Research and Knowledge Management

  • Works and coordinates with YPII YEE MERKM to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and end line data collection;
  • Coordinates the data collection and support the provision of project report in Indonesia for periodic reporting to Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
  • Leads and supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Maintains quality standards of document keeping, retrieval and sharing mechanism.

Effective Working Relationship with Partners, and Other Plan Offices

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with YPII YEE Program Team;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Supports YEE Program Team in ensuring coordination with government and private sector stakeholders;
  • Be the focal person for the contact with the team partner and Microsoft with regards to implementation; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

Ensure that Plan International’s global policies for Safeguarding Children and Young People, Gender Equality and Inclusion, and PSHEA are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Internal relationship

  • YEE Program Manager: Management guidance for project implementation, support data analyses for reporting,
  • YEE MER Specialist: Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priority
  • YEE TVET & Digital Learning Specialist: Coordination for training modules tailoring and LMS utilization
  • Finance Team: Collating periodical financial reports and ensuring spending allocation
  • Corporate Partnership Manager / Specialist: Coordination for donor engagement and reporting

External relationship

  • Government, especially with Ministry of Education and Bakorwil Education in province level.
  • Strategic teacher associations.
  • Donor: Microsoft (Indonesia representative and APAC representative)

Technical expertise, skills and knowledge

Essential

  • Undergraduate degree in social fields or other related field in the promotion of youth employment.
  • Minimum of 5 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  • Minimum of 3 years experienced working in coordination with Government agencies/offices
  • Affinity to work with and for young people on work readiness
  • Understanding of Indonesia Government policies, laws, and institutions in relation to work readiness
  • Good oral and written communication skills in English and Bahasa Indonesia
  • Ability to provide technical guidance and support staff
  • Ability to function efficiently and effectively with little day-to-day supervision
  • Demonstrated skills problem solving and people’s management.

Desirable

  • Have existing networks with government and teacher associations
  • Demonstrated experience in working with children and youth
  • Experience in working in a multi-cultural organisation
  • Demonstrated knowledge in international development tools: program logic, Monitoring, and community empowerment
  • Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
