Key Responsibilities:

Give technical support in managing advocacy works, including campaign, social accountability, public policy and partnering at local, regional and national levels for PASTI Project.

Strategy Development & Planning

  • Develop advocacy strategy, policy, guidelines, and program aligned with National and local provinces strategies.
  • Identify, review & recommend strategic advocacy issues driven by our grass-root works.
  • Lead national negotiation with other departments for advocacy and external engagement strategy, policy, guidelines and programs with suitable approach for local to national contexts relate with the project.
  • Policies mapping and analysis, including governance and development planning policies, at national and local level, related to Reduction Stunting issues.
  • Develop plan and strategy in addressing improvement of government strategy for implementing project

Resource Acquisition & Management

  • Provide support planning framework into strategic planning and financial frameworks
  • Collect all related information on government and its planning and policies that are important and needed for our WVI and WVI’s operation

Capacity Building

  • Facilitate team to develop and maintain good relationship with related government institutions in order to get their supports. · Initiate needed trainings and workshops.
  • Work with DME to strengthen advocacy in LEAP processes in an agreed timeline (i.e. Semi Annual Report Review, Annual Report Review, Assessment/ Baseline/ Evaluation tools development).
  • Increase the number of Area(s) Project that have sound advocacy and external engagement strategies (design documents and annual operating plans) by providing technical support to ensure high quality programming.

Accountability & Quality Assurance:

  • Ensure that related government get understanding of WV and its ministry appropriate
  • Ensure the government annual report and others provided. · Ensure the organization implement the MoU appropriately
  • Provide input and recommendation on any related the government’s information and issues to management appropriately and timely, so organization can be kept aware of all developments happened and be able to make decision promptly.
  • Ensure the government adoption of best project’s governance practises, systems, mechanisms, reports, policy recommendations and any other products.

Networking & Coordination:

  • Build cross-functional working system with all department at National Office to support Advocacy in national and local level.
  • Develop the network and manage good relationship with all government institutions especially with the related ones in order to achieve project’s goal
  • Arrange a set of courtesy call to related government officials
  • Develop network with partners (I/NGO, government unit institutions, etc) and ensure coordination, collaboration to achieve a greater impact to all of the organization’s activities and programs
  • Exercise advocacy engagement and action.

Management & Leadership:

  • Represent the organization to attend the government meeting as necessary · Provide protocol guideline of government’s ceremony and events to the management and related staff
  • Provide monthly report. · Build and maintain positive spirit of working in team with other staff in respective unit and department
  • Facilitate in the practice of spiritual discernment and prayer.

Required Professional Experience

  • Min. 5 years working experiences working in Community Development/Transoformative development works, international experience is a plus, include min. 3 years work in a managerial position
  • Experience in producing written materials for advocacy purposes, including developing high-level policy and papers.
  • Fluent in English (min. TOEFL score: 500)

Required Education, training, license, registration, and certification

  • Preferably master’s degree in Public Policy, International Development, Social Works, Law, Management, or relevant degree.

Preferred Knowledge and Qualifications

  • Excellent strategic thinking skill. Proven can influence others using diplomacy to bring about change.
  • Understanding of conflict analysis or evidence-based policy analysis
