Job Description

Programme Implementation:

- Support the Provincial Project Managers in ensuring IRC Policies and Procedures, Financial Rules and Regulations are adhered to for efficient programme implementation and progress. - Monitor overall programme budget and advise the Senior Programme staff accordingly. - Track expenditure and take relevant action when required to revise budgets (realignment and amendment). - Monitor and record best practices and innovative approaches within IRC financial regulations and rules; identify and suggest/recommend the alternative options according to activity needs. - Manage information flows and oversee change controls, risk registers and issue management; document and feedback lessons learned and best practices within the programme and, in consultation with the Education programme coordinator. - Support the education programme coordinator in development of programme planning and implementation. - Ensure that all supporting programme financial documents for audit and review processes is in place. - Assist the project managers in monitoring of programme quality indicators and undertaking monthly assurance tasks on behalf of the Education program coordinator. - Supervise program related staff, to ensure work efficiency and quality always.

Financial and Procurement Management:

- Support the drafting of new project budgets and revisions of on-going education projects. - Monitor program budgets and financial expenditures and make sure that project spending is align with IRC financial procedure. - Make sure that all financial and procurement process is according to approved check list. - Report the financial division, overspending and underspending to relevant program staff. - Suggest budget revisions of projects base on need.

Programme and Project Monitoring and Reporting:

- Conduct field visit based on need. - Support M&E department on proper data collection and monitoring of project activities. - Support the MEAL team on adaptation of monitoring based CBE needs. - Provide support to education programme coordinator in preparation of programme and project reports. - Ensure that the records of programme and project files and other supporting documents are in place. - Support the education team in maintaining the following: - Project Document Archive. - Procurement, HR and Finance files.

Other Responsibilities:

- Attend and participate in trainings identified/organized by your supervisor - Abide by IRC personnel policies and regulations; follow any new procedures and guidelines introduced in circulars from Country Office. - Report any violations of the IRC Mandatory Reporting Policy. The reporting of violations is an obligation on the part of all staff members. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers. - Perform any other duties assigned by your supervisor or Kabul main office.

Qualifications

1. Master’s or bachelor’s degree in Management or equivalent 2. Three to five years of experience in relevant field 3. Excellent English, Dari, and Pashto
