New York Portfolios Office (NYPO) supports the United Nations Secretariat, as well as other New York - based United Nations organizations, bilateral and multilateral partners in the delivery of UNOPS mandate in project management, infrastructure management, and procurement management.

Sustainable Development Cluster (SDC) supports diverse partners with their peacebuilding, humanitarian and development operations. It was formed by combining the following portfolios: Grants Management Services (GMS), UN Technology Support Services (UNTSS), Development and Special Initiatives Portfolio (DSIP) It provides Services to partners' programmes that are designed, structured, and managed with a global perspective and primarily serving partners that are headquartered in New York. The SDC has a footprint of approximately 125 countries.

UNOPS has signed an agreement with the United Nations Office for Counter Terrorism (UNOCT) to implement the project activities for the International Hub on Behavioural Insights to Counter Terrorism.

The 'International Hub on Behavioural Insights (BI) to Counter Terrorism (CT)' has been established as a UNOCT Programme Office in Doha, the State of Qatar, through an Agreement signed between UNOCT and the State of Qatar on 15 December 2019, as well as a contribution agreement signed on 8 December 2020, to perform three core functions: (conduct and advance research in behavioural sciences to better understand the drivers and factors contributing to radicalization leading to violent extremism and terrorism; provide capacity- building assistance to Member States, regional organizations and civil society partners to develop and implement programmes, projects and initiatives that integrate behavioural insights to counter terrorism; and promote communication, outreach and partnerships to share knowledge, expertise, experiences and lessons learned on behaviourally informed counter- terrorism interventions.

The incumbent of this position will be a personnel of UNOPS under its full responsibility.

Functional Responsibilities

Purpose and Scope of Assignment

Under the supervision of the Senior Portfolio Manager the Project Management Specialist (BI Expert) will perform the following responsibilities:

  • Develop, coordinate and maintain BI Hub’s Training Programme curriculum for the upcoming workshops/conferences on core behavioral science in Counter Terrorism (CT) / prevention of violent extremism (PVE);
  • Undertake literature review of policy documents, assessment reports and materials/tools/guidelines generated by the United Nations regarding Prevention and Countering of Violent Extremism (PCVE) as well as applicable international standards and emerging international practices;
  • Undertake literature review of the latest knowledge regarding the application of behavioral science and insights for purposes of PCVE;
  • Conduct (portions of) the upcoming courses;
  • Facilitate a one-day (virtual) launch conference introducing the course to potential beneficiaries and interested parties
  • Complete a comprehensive report submitted not later than three days prior to the end of the consultancy outlining the purpose and theory undergirding the manual.
  • Advise on the design and support the development and revision of other BI Hub training materials in collaboration with implementing partners, namely the United Nations Development Programme,Department of Political and Peacebuilding Affairs, Business for Development and others, by using the ADDIE training model or similar theories for the following topics: threat assessment, international legal framework, operationalization of a BI in CT/PVE,
  • Apply Instructional Design methods when producing training material in collaboration with implementing partners.
  • Analyze training needs of beneficiary Member States in collaboration with implementing partners.
  • Provide expertise and substantive support to and participate in the design and planning of individual (online or in person) training courses and participate in their delivery using different training methodologies including classroom facilitation, simulation exercises, micro-learning, distance learning.

Monitoring and Progress Controls

  • Timely delivery of outputs as outlined in the Terms of Reference. Quality of materials produced and approval of all products/deliverables/outputs by the Project Manager
  • Engagement is professional, team oriented and positive.

Education/Experience/Language requirements

a. Education - Advanced university degree (Masters or equivalent) preferably in psychology, business administration, management, economics, criminology or related field. - A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

b. Work Experience

Required: - Minimum of five (5) years of progressively responsible experience in areas pertaining to behavioral science is required.

Desirable: (The following experience is optional. Candidates who do not have it are welcome to apply):

  • Experience working on issues related to global security including counter-terrorism, energy and environment security, global economy is desired;
  • Experience working with international multi-agency projects or programmes is desirable.

c. Language

  • Fluency in English is required.

Contract type, level and duration

Contract type: Individual Contractor Agreement (ICA) Retainer - A retainer contract is issued for a period of time during which the services of the individual contractor are required intermittently. The individual contractor agreement on retainer basis will specify a “unit price” per day worked. For budgetary purposes, a monetary cap will be determined when the contract is awarded and issued. Please note that the retainer contract will not provide for a minimum, and payment will be made only after completion of work
