DISCLAIMER: This is a consultancy assignment of a temporary nature, with an expected duration of up to 180 working days per calendar year subject to availability of funds. Work location: home-based and field work. Travel within Ukraine, security situation permitting.

Background: The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE High Commissioner on National Minorities (HCNM) promotes conflict prevention and integration of diverse societies.

HCNM was established to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between OSCE participating States. Among the tools that the High Commissioner uses are recommendations to governments of OSCE participating States regarding the treatment of national minorities.

The objective of the HCNM’s programmatic work in Ukraine is to support institutions in Ukraine in developing and implementing the policy and institutional framework to protect and promote national minority rights.

Objective of Assignment:

Under the supervision of the Project Officer, the Consultant Coordinator will provide subject-matter and technical support to project planning, development, implementation, and monitoring and evaluation, In addition, the Consultant Coordinator will monitor relevant political and legal developments in Ukraine through open sources, legal notifications, social networks and professional contacts and synthesize and analyze information in order to inform the HCNM Ukraine team on developments relevant to the institution’s mandate.

Internally, the Consultant Coordinator will maintain regular contact with The Hague-based Project Officer, Legal Adviser and Political Adviser in order to provide or obtain information on status of all Ukraine-related activities. Externally, he/she will maintain regular contact with a wide range of key stakeholders in Ukraine, including the State institutions.

Duration of Assignment:

Up to 180 working days per calendar year.

Tasks and Responsibilities:

Under the overall supervision of the Project Officer, the successful candidate will be tasked with the following duties:

  1. Provide subject-matter and technical support to project planning, development, implementation, and monitoring and evaluation;
  2. Monitor relevant political and legal developments in Ukraine through open sources, legal notifications, social networks and professional contacts;
  3. Establish and maintain good working relations with government institutions, Parliament, political parties, civil society, representatives, international organizations and institutions, and bilateral institutions and representations and the diplomatic and donor community in Ukraine to continuously explore potential avenues for HCNM involvement in Ukraine;
  4. Represent HCNM at relevant events

    Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • University degree in political science, law or related field;
  • Minimum 2 years of professional experience in project management;
  • Sound understanding of the political context in Ukraine is required, preferably with a focus on inter-ethnic relations and minority issues;
  • Demonstrated strong planning, analytical and organizational skills;
  • Professional fluency in Ukrainian and English, both oral and written;
  • Demonstrated experience and understanding of relationship building and fostering co-ordination among stakeholders;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
