    Project Information

UNOPS Uzbekistan office has a portfolio of projects supporting the Government of Uzbekistan’s efforts in strengthening the health care system. At present the office has signed and has been implementing three engagements in this regard.

Overall, these engagements and projects focus on all aspects of healthcare systems strengthening, including feasibility assessments for infrastructure for healthcare delivery such as: hospitals, laboratories and treatment facilities across the country, identification of requirements for various medical equipment and diagnostic needs, procurement and supply of laboratory, biomedical and diagnostic equipment and establishing an ICT system for monitoring the epidemiological situation to strengthen preparedness and resilience to the COVID-19 pandemic and other epidemics including related training and capacity building development in this regard.

Under the direct supervision of the Portfolio Manager, the Project Management Support - Senior Officer (Public Health) would provide technical expertise on all aspects of health systems strengthening to deliver sustainable healthcare systems following WHO guidance, international best practices, and country standards/policy, and work in collaboration with strategic partnerships.

Functional Responsibilities

The Project Management Support - Senior Officer (Public Health) shall support aligning the project and assist Uzbekistan's strive towards SDG3, maintain and strengthen UNOPS value proposition in the Health Sector. The overall goal of this role is to support the facilitation of a systematic, participatory approach to improving health service delivery through UNOPS projects implementation, informed by community consultation and capacity assessment.

Programme Management

  • Support in the assessment of design, governance, and implementation of existing health systems provision in-country, country capacity, identify challenges, and recommend solutions
  • Support the assessment, design, implementation, and setting up monitoring and evaluation for the health care system strengthening including health infrastructure, service delivery and biomedical equipment.
  • Support preparation of assessments, reports, briefings, presentations, and proposals required for strategic decision-making.
  • Contribute to the development of communications and advocacy documents that convey the project's outcomes and impact.

  • Provide technical input to the assessment process and feasibility stage of projects in relation to project implementation activities including the feasibility studies for targeted facilities. Analyze various service delivery options considering their benefits, costs, and risks and provide options for strengthening service delivery in close consultation with relevant stakeholders.

  • Support in providing technical guidance and alignment of implementation of projects, ensuring alignment with national legislation and rules, international best practices and WHO technical guidance with respect to health system strengthening including health infrastructure and medical equipment.
  • In coordination with Senior Technical Advisors, contribute to the evaluation and selection of new or adapted national health surveillance and monitoring software and ICT systems.

    Stakeholder Engagement & Capacity Building

  • Support the Public Health team in their engagement in discussing, negotiating and liaising with key stakeholders, such as the Government of Uzbekistan, line ministries and health and development partners including the World Health Organization (WHO), IAEA and others as required supporting the alignment in government priorities and international best practices in the delivery of the projects.

  • Foster solid and transparent working relationships with the project team and key stakeholders at technical level.
  • Participate in the setup, implementation and oversight of training programs and capacity building for staff related to skill development in terms of health system strengthening and health care management.

    Knowledge Management and Innovation

  • Support knowledge building and sharing including synthesis of lessons learnt/best practices, and contribute to broader UNOPS knowledge management initiatives

  • Provide technical guidance and on-the-job training to ensure work standards are achieved, both in terms of quality and quantity of inputs/outputs processed.

    Monitoring and Progress Controls

The effective and successful achievement of results by the Project Management Support - Senior Officer (Public Health) directly impacts the implementation and performance of the project, the visibility and image of UNOPS as an effective service provider in project services and management, and consequently strengthen UNOPS’ competitive position as a partner of choice in sustainable development and project services in Uzbekistan.

Monitoring and progress controls will be in accordance with work plans that the Supervisor and incumbent will prepare at the beginning of the assignment.

Education/Experience/Language requirements

a. Education

  • An advanced university degree (e.g. Masters) in Public Health/Programme/Project Management or other related fields is required.
  • A first-level university degree (e.g. Bachelor's) in combination with 2 additional years of progressively relevant experience may be accepted in lieu of an advanced university degree.

    b. Work experience

  • A minimum of 2 years of progressively responsible experience in implementing Health system-strengthening projects is required.

  • Experience at the national level in public health strengthening systems is an asset.
  • Experience in the Commonwealth of Independent States (CIS countries) or Eastern European countries is an asset.
  • Understanding of relevant WHO normative guidance on Health System strengthening, as well as other global guidance, developments, partnerships, and initiatives is valued.
  • Experience in working with multiple stakeholders and delivering complex health interventions at a national scale is a strong asset.

    c. Languages

  • Proficiency in written and spoken English is required.

  • Working knowledge of Russian or Uzbek is required.
