Background Information - Job-specific

UNOPS is undertaking a project that aims at enhancing and increasing the operational capacity of selected therapeutic feeding centres (TFCs) by rehabilitating and enhancing their basic functionalities and structure such as WASH, floors, and walls according to WHO pre-approved typical structural designs and UNOPS developed quality criteria.

The scope of work is to prepare the required studies for the selected Therapeutic Feeding Centers (TFCs) in different governorates, which will be carried out by groups of individual consultants

Under the direct supervision of the Project Manager, the candidate is required to assist in the development and implement processes of the project. The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

FUNCTIONAL RESPONSIBILITIES

Under the overall guidance of the Director Amman Operational Hub and under direct supervision of the Project Manager (PM); the Project Officer will be responsible for the following:

  1. Leadership and Management
  • Supervise and monitor the work of his/her team members;
  • Ensure the allocation of tasks within the teams and the involvement of the appropriate expertise;
  • Ensure that all teamwork, including inputs of all technical experts, is of high quality and completed within the timeframe, and as per guidelines;
  • Ensure that professional standards of work are maintained and projects are completed in accordance to the set time and budget;
  • Develop the scope of work, cost proposal and the work plan of team activities;
  • Be responsible for the day-to-day planning and supervision of teams;
  • Maintain updated schedule of time worked by all team members in each technical area;
  • Develop capabilities and practices within the field team to enhance the performance
  • Hold regular team meetings and promote teamwork and enthusiasm among team members for the provision of services to the donor;
  • Develop and maintain links with relevant professional bodies;
  1. Technical and Implementation
  • Prepare detailed implementation plan(s) and update them on a regular weekly basis;
  • Ensure the efficient capture and retrieval of complete and accurate project records;
  • Review the details of technical drawings, BoQs, estimated cost, report submitted by team leaders;
  • Follow up and coordinate (as directed with UNOPS engineers) with relevant stakeholders for the implementation of the assessments for the maintenance of the targeted health facilities;
  • Provide progress and qualitative reports to the Project Manager on a weekly and monthly basis;
  • Ensure that all works are implemented in conformity with the Project Procedures Manual, as directed by the Project Manager;
  • Document and archive all documents including (calculations, drawings, descriptions, specifications …etc.
  1. Reporting and Deliverables:
  • Review technical reports for all targeted TFCs, which will be submitted by team leaders;
  • Prepare periodic (weekly, monthly, quarterly and annual) reports as well as ad-hoc reports in the assigned functional areas, particularly on travel and general administration;
  • Produce final summary project report with photos;
  • Produce evaluation report of each technical team group.

Education/Experience/Language requirements

Education:

  • Master degree preferably in Engineering, Project Management or relevant scientific discipline is required.
  • Bachelor degree preferably in Engineering and additional two years of experience in engineering / project management may be accepted in lieu of the master degree.

Work Experience:

  • At least 2 years working experience in project’s assessment, design and implementation as well as management experience in rehabilitation projects, building construction or equivalent;
  • A previous experience in the construction of health facilities is an asset.
  • Experience in the humanitarian and/or development sector is required;
  • Experience with an international organization and/or UN agencies is desirable;
  • Computer literacy in particular MS Word, Excel, and PowerPoint is required;
  • Fluency in spoken and written English and Arabic is required.
  • International Project Manager Association (IPMA Level B) or Project Management Professional (PMP - PMI) or PRINCE2 foundation is desired.
  • Certificate in occupational health and safety is desired.

  3. Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.’
