What we are looking for

This is a senior leadership position and a member of the Country Management Group. We are therefore looking for candidates with senior management experience within humanitarian/recovery context.

Core Competency expertise, proven strategy development and management experience in Yemen or from contexts like Yemen as well as fundraising experience are requirements for this position.

The successful candidate will have strong interpersonal skills and change management experience with Knowledge of cash-based interventions, market based programmes and durable solutions.

A good understanding and knowledge of the Yemen context and Arabic language skills are an added advantage.

What you will do

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality programmes. You will be in charge of overseeing the strategy and implementation of NRC activities in Yemen, building on a solid team and expertise.

Key responsibilities include:

  • Providing programme input to Country Strategy and Plan of Action.
  • Development of Core Competency strategies that are aligned to regional and global priorities and strategies.
  • Development of holistic and needs based programmes, including cash-based interventions and market-based programmes.
  • Identifying funding opportunities and developing funding strategies and forecasts.
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards.
  • Quality control, M&E and organizational learning.
  • Line management of Core Competence Specialists and Capacity building of all technical staff.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • In-country representation.
  • Promoting the rights of IDPs/returnees in line with the advocacy strategy.

Specifically you will:

  • Lead on Safe and Inclusive Programming initiatives, ensuring that all programmes meet minimum standards.
  • Develop NRC Yemen’s strategic direction on Durable Solutions and build a portfolio of programmes supporting these ambitions.
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Improve implementation of NRC’s PCM mandatory activities, grants management, and programme implementation follow up.

What you will bring

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context.
  • Core competency expertise with experience in complex emergencies and early recovery programming.
  • Strategy development and fundraising experience in a context like Yemen. Experience in Yemen is an added advantage.
  • People management with great interpersonal skills.
  • Change management - right sizing experience.
  • Experience from working in complex and volatile contexts.
  • Knowledge of cash-based interventions, market based programmes and durable solutions.
  • Fluency in English, both written and verbal.
  • Arabic language skills an asset.

What you will bring

  • Minimum 5 years’ experience from a senior management position in various humanitarian/ recovery and refugees' contexts, with Core Competency expertise.
  • Experience from working in complex and volatile contexts.
  • Knowledge of cash-based interventions and market based programmes.
  • Experience with working with partners/ setting partnership.
  • Experience leading and managing teams.
  • Fluency in English, both written and verbal. Knowledge of the Arabic is an asset
  • Valid driver’s license.

Understanding of and commitment to:

  • organisational learning, quality management and development.
  • working collaboratively with technical and operational colleagues within a matrix structure.
  • Ability to work under pressure, independently and with limited supervision.

What we offer

  • Duty station: Sana’a, this is a non-family duty station.
  • Contract: 24 months, unaccompanied.
  • Travel: Approximately 30% in country.
  • Salary/benefits: Grade 11 on NRC salary scales, with accompanying terms and conditions.
