About UNOPS in Georgia

UNOPS Georgia was established in mid-2018 to support, develop and oversee UNOPS’s growing portfolio in the country. The office currently provides implementation services to several projects where UNOPS works closely with development partners and the Government of Georgia, focusing on education, security, and healthcare sectors. UNOPS Georgia is focused on providing efficient and cost-effective implementation services on behalf of all our partners to support the Government of Georgia achieve its national priorities through citizen-oriented programmes and projects. The UNOPS Georgia office operates under the operational support of the Austrian Multi-Country Office (AUMCO). The UNOPS office is based in Tbilisi, Georgia with all project sites currently in Tbilisi.

Project Background

The ‘Support to Advancing Technical Capacities for Ensuring Human Security’ Project is part of a wider initiative by the European Union (EU) for the Security Sector in Georgia known as "EU4 Security, Accountability and Fight against Crime (SAFE) in Georgia". The overall SAFE programme contributes to increased security of Georgian citizens by strengthening good governance and the rule of law in Georgia, through support provided to the prevention and fight against crime; hybrid and emerging threats; border management; civil protection and crisis management; and oversight of the security sector. The overall objective of the “Support to Advancing Technical Capacities for Ensuring Human Security” component is to contribute to the efficiency, effectiveness, and accountability of institutions in the security sector. The project identifies specific needs and procures cutting edge technology/equipment to law enforcement bodies and other state security agencies and provides technical assistance to enhance institutional and operational capacities of emergency and disaster management bodies.

Functional Responsibilities

The Project Management Support Senior Associate (hereinafter “Project Senior Associate”) works closely with and under the supervision and guidance of the Project Manager to ensure support to efficient implementation of the Project through a range of actions contributing to planning, management and monitoring of Project activities.

In performing her/his work, the Project Senior Associate promotes a quality and results-oriented approach, and works closely with the Support Services, Programme and Project’s personnel to exchange information and ensure consistent service delivery.

The Project Senior Associate undertakes the following activities/responsibilities:

Project Management Support - Provide support during Project inception, implementation and closure phases; - Provide support in the drafting of donor reports; support and participate in quarterly quality assurance exercise; - Engage in the drafting of proposals, terms of references, requests for proposals (where required); - Engage in the identification of risks and issues and advise the project manager on mitigation measures; - Coordinate, follow up and monitor the work of the project contractors as per approved workplans and budget, as well as assess and review relevant progress reports; - Assume responsibility and coordinate management of specific activities, tasks and work packages within the Project portfolio; - Manage the maintenance of the Project filing system and different project registers; - Manage and prepare all supporting documents related to different payments; - Support procurement related activities, such as all logistics of delivery and implementation where required; - Facilitate the translation of project-related documents, training materials, presentations and other.

Stakeholder Engagement - Ensure timely communication with the project stakeholders, exchange information and share project-related updates; - Coordinate timely receipt of required inputs from stakeholders; - Follow-up project plans and documents, goals, deliverables, KPIs and timelines agreed with partners, and support management on allocation of appropriate resources; - Plan, organize and participate in the project steering committee meetings, stakeholder discussions, workshops and other events; support in the preparation of respective minutes/protocols of the meetings; - Contribute to the development of the new phase of project/ programme.

Capacity building and Visibility - Support coordination and organization of capacity development trainings, workshops and study visits; - As assigned, attend trainings and workshops organized by the Project in and outside Tbilisi for quality assurance purposes; - Support the enhancement of Project’s visibility activities/ promotional material in full conformity with the donors’ regulations and guidances; - Perform any other duties as might be required for the successful implementation of the project. - OIC when the Project Manager is on leave.

Education/Experience/Language requirements

Education - A Bachelor’s Degree in Business Management / Administration, Project Management, Humanities or related field is required; - A Master's Degree in Business Management / Administration, Project Management, Humanities or related field will be considered as an advantage.

Work Experience - Minimum of three (3) years of relevant experience in the areas of Project Management or Project Management support is required; - Experience in planning, stakeholder management, and/or monitoring and reporting highly desirable; - Experience with public service organizations is desirable; - Experience with UN and/or UNOPS administrative management systems will be considered as an asset.

Language Requirements - Fluency in written and spoken English is required - Fluency in written and spoken Georgian is required

Contract type: ICA Contract level: L-ICA-7 Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
