Background Information - Job-specific

The SUBATRA (2020 - 2025) contract is part of a EU-funded large scale programme “Support to Bangsamoro Transition”. The project is aiming to achieve a smooth and timely implementation of the transition of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) Government and also strengthen the capacity of the Justice System and CSOs to contribute to a peaceful transition.

The objective of the contract is to strengthen the capacity of the new Bangsamoro Transition Authority, established by the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao ratified on January 21st, 2019, to efficiently handle the transition as per peace process instrument and Bangsamoro Transition Plan provisions.

A particular focus is placed on capacity building of the transitional governments superstructure to formulate, implement and monitor transitional policies, capacity building of key governance ministries to deliver basic social services and promote an enabling good governance environment and capacity building of the Parliament to exercise its legislative, oversight and representation functions.

Areas of support to be provided by the technical assistance include institution and capacity building (including public administration and civil service reforms), public policy development, legal development, human resources development, knowledge and IT tools for governmental work.

UNOPS is considered within the EC proposal to be an indirect management entity responsible for the infrastructure and logistics support to Outputs 1,2,3 and 4 of the project.

Functional Responsibilities

Under the guidance and direct supervision of the Project Manager, the incumbent is responsible for effective delivery and implementation of the following duties and responsibilities:

  • Provide general support to the roll-out of the SUBATRA Project activities covering Purpose Areas 1,2,3 & 4;
  • Support training and other activities of the Project that require logistics coordination;
  • Support in the generation of reports and ensure proper filing of project documents;
  • Monitor status of implementation, gather relevant data and prepare updates for the SUBATRA Project Team and Implementing Partners;
  • Organize and facilitate various meetings/activities necessary to ensure smooth implementation of the project;
  • Prepare minutes and follow up on decisions made in meetings;
  • Collect, analyze and consolidate relevant data to facilitate monitoring of progress and the identification of common problems which cause delay;
  • Assist in the procurement process through vendor registration in the system, coordination with suppliers and service providers, and ensuring quality and timely delivery of goods and services;
  • Assist the finance team in coordinating with vendors and preparing the necessary documents to facilitate payments and receipting;
  • Perform administrative tasks related to management of inventory, assets, and folder/filing systems;
  • Perform other tasks assigned by the Project Manager.

Knowledge Building and Knowledge Sharing

  • Supports the organization and delivery of training and learning initiatives for personnel on Administration, logistics, monitoring and related topics.
  • Provides sound contributions to knowledge networks and communities of practice by synthesizing of lessons learnt and dissemination of best practices.
  • Contributes feedback, ideas, and internal knowledge about processes and best practices and utilize productively
  • Maintains unit’s documentation including records and files, ensuring safekeeping of confidential materials.

Education/Experience/Language requirements

Education:

  • Completion of Secondary School or High School Diploma is required.
  • A University Degree, preferably in public administration, political science, development studies, public policy, law or other related fields, is an advantage and can substitute for some of the required years of experience.

Experience: - Minimum five (5) year experience in the area of project operations and management, law, justice or other related fields with secondary or high school education; one (1) year of relevant experience is required in combination with a Bachelor's degree. - Experience in working with a range of stakeholders in developing and developed countries is an asset. - Experience in the usage of G Suite is desirable. - Some experience in UN system organizations is desirable. - Practical knowledge of public administration, governance and the justice sector; - Basic understanding of procedures and rules in governance and public administration is desirable.

Language Requirements:- Fluency in both written and spoken English is required.
